COUNCIL MINUTES OCTOBER 14, 1996 <br />OPEN MIKE <br />Wyoming Regional Hospital Update, Donna Carlson and Scott Wordelman - Ms. Carlson <br />stated that she has represented Lino Lakes in general and specifically with respect to <br />development of the Fairview Regional Lakes Hospital system for over a year on the District <br />Memorial Board at Forest Lake. Ms. Carlson introduced Scott Wordelman, Sr. Vice President, <br />Fairview Health System, who provided the following update: Construction is well underway and <br />consistent with projected timelines, and it is anticipated that the facility open by January of 1998. <br />Mr. Wordelman expressed his gratitude to all who attended the ground breaking ceremony on <br />July 22, 1996. He also shared certain activities which are key to the overall development of the <br />health care system. The first very important component is physician recruitment. Mr. <br />Wordelman stated that recruitment has been quite successful, adding that the majority of the <br />physicians are coming from the Chisago Lakes area where they currently practice at Chisago <br />Lakes Health Center. Additionally, a clinic focused primarily on ambulatory care is planned for <br />Lino Lakes. The site selection has not yet been finalized, but the projected date for opening this <br />clinic is Fall, 1997. Six practioners will be located in that clinic, including family practice, <br />pediatrics, OB/GYN, and some urgent care capabilities. Mr. Wordelman expressed eagerness to <br />begin operation in the Lino Lakes community and pleasure at the prospect of being part of Lino <br />Lakes' ongoing growth and expansion. <br />Council Member Bergeson stated that Council Member Neal would express his enthusiasm for <br />the progress of this project, as well as his thanks to Ms. Carlson for all of her efforts on behalf of <br />Lino Lakes. <br />Presentation of petition Regarding Development of Birchwood Acres Park, Laurie <br />Mazanec/Bruce Mayer - Mr. Mayer, 6351 Redhawk Trail, Pine Ridge, stated that he represents <br />a group of area residents which supports the modification of the Birchwood Park masterplan <br />through the petition process. He explained that the park is designated for use by Pine Ridge, <br />Park Grove, Birchwood Acres, and Reshanau Lake Estates. Mr. Mayer provided Council <br />members with a packet of information including a question and answer sheet, a comparison of <br />three (3) park plans, the City's original plan, the residents' amended plan which incorporates the <br />changes as stated in the petitions, and the current master plan, a copy of the Park Board's most <br />recent survey results, a copy of minutes from a Park Board meeting which took place in July of <br />1994, slides depicting the results of the petitions, and the petitions themselves, which are for a <br />half -court basketball court, a hockey rink, a groomed infield for the baseball diamond, a picnic <br />shelter, and a volleyball court. Each petition contains over 400 signatures. Mr. Mayer asked that <br />Council review the material before them and place these issues on a future regular meeting <br />agenda for consideration. In the meantime, Mr. Mayer provided the following background: The <br />current park area was designated to be a neighborhood park prior to any residential occupation. <br />A neighborhood meeting was held on July 21, 1994, at which time Marty Asleson presented the <br />original park plan. The original plan included many desirable features, and fund drives were <br />conducted raising over $4,600. This included funds from Friends of the Park, and additional <br />fundraisers are in progress. Additionally, numerous area builders and civic organizations have <br />expressed interest in donating the picnic shelter. The amended park plan presented at this <br />meeting reflects the desires expressed by certain area residents at a summer neighborhood <br />meeting. This amended plan was approved by the Park Board, with the following stipulations: <br />The master plan is a living and evolving plan and that it could be modified by going through a <br />petition process. <br />Mr. Mayer stated that the reason for his appearance at this meeting is to express concern that the <br />entire neighborhood's desires are not reflected in the amended master plan.
