COUNCIL MINUTES OCTOBER 14, 1996
• signed the petitions. Mr. Mayer suggested that the majority of residents involved prefer the
petition -based original park plan as opposed to the amended master plan.
Mayor Landers asked is the Park Board had seen the signed petitions. Mr. Mayer said that the
Park Board had not been provided this information.
•
Council Member Kuether asked if Mr. Mayer had any objection to Council providing the Park
Board with the same packet of information he had provided at this meeting. Mr. Mayer
responded no.
Mayor Landers indicated that typically the procedure would be to have the City Clerk verify the
signatures on the petitions and the petitions forwarded to the appropriate governmental body for
consideration.
Council Member Kuether complimented Mr. Mayer and his group on their organizational skills
in compiling the necessary information. She added that the Park Board should have an
opportunity to review the material, after which time a joint meeting between the Board and
Council might take place in order to evaluate the requests.
Laurie Mazanec, 652 River Birch Place, indicated that the Park Board was informed that the
petitions would be presented to Council.
Council Member Lyden commented that a need is being expressed by the community to upgrade
all park facilities.
Kay Klasse, 622 Fox Road, added that there are a number of residents who oppose the proposed
action represented by the petitioners, and that they would like to be included in the process as it
goes forward.
Mayor Landers requested the name and telephone number of a contact person who could notify
those in opposition to the petitions so that they could attend any future meetings at which this
issue will be considered.
Council Member Lyden expressed concern that a spirit of cooperation can be present among all
of the residents involved.
Jim Dame, 552 Lonesome Pine Trail, added that he and many other residents of his area
commend the Park Board on the proposed master plan. During the process leading up to
development of the master plan, many neighborhood meetings were held and various viewpoints
expressed. Mr. Dame suggested that all who attended these meetings had their main interests
met although not all exact positions were satisfied. He feels that everyone involved can live with
the elements of the master plan. Additionally, Mr. Dame also feels that future modifications to
the plan can be approached and determined in a spirit of compromise. It is Mr. Dame's position
that the master plan is representative of overall desires of the neighborhood s involved, and the
petitions presented are an attempt to nullify this effort.
CONSIDERATION OF RESOLUTION NO. 96 -138, AUTHORIZING THE CLERK -
TREASURER TO CERTIFY DELINQUENT WATER AND SEWER UTILITY BILLS
FOR COLLECTION WITH THE 1995 PROPERTY TAXES, COLLECTABLE IN 1997.,
MARILYN ANDERSON
