wkms.: s.e s - t „, <br />Lino Lakes Public <br />Safety Department <br />Memo <br />DATE: August 25, 2014 <br />TO: Mayor Reinert & members of the City Council <br />FROM: John Swenson, Public Safety Director <br />RE: Public Safety Response Protocols <br />After careful analysis of calls for service data from the CFD, and consulting with fire and <br />medical professionals, staff has identified potential efficiencies for fire and emergency <br />medical services delivery in Lino Lakes. <br />Emergency Medical Services: <br />Lino Lakes police officers currently respond to all medicals and will continue to do so. <br />Officers arrive on medicals calls an average of 3 minutes and 45 seconds prior to fire <br />personnel. The Medical Director for North Memorial Ambulance (ambulance service for <br />the City of Lino Lakes) has provided EMS response protocols for when fire personnel are <br />needed at medical calls for services. If Lino Lakes adhered to the response protocols set <br />by the North Medical Director, fire response to medical calls would be reduced (65% <br />reduction in 2012 & 64% reduction in 2013). <br />North Memorial ambulance provided staff with response time data. From 2011 to 2013, <br />the average response time for an ambulance was 7 minutes and 52 seconds. For this <br />same time period, CFD response time on medicals was 7 minutes and 48 seconds. On <br />average during the last three years, CFD personnel arrived 4 seconds prior to ambulance <br />staff. <br />There would be no increase in the number of calls that police officers respond to if the <br />response protocols set forth by the North Memorial Medical Director were followed in <br />Lino Lakes. However, the amount of time police officers would be required to be on - <br />scene of medical calls for service would increase. If these medical response protocols <br />were followed, officers would have spent an additional 38 hours in 2013 and 9 hours in <br />2012 on medical calls for service. <br />ONE VISION.
