Alarms: <br />Many suburban fire agencies have implemented a Fire Duty Officer model of response to <br />address firefighter "burn -out", budget issues, and enhance the level of service provided to <br />their communities. The Fire Duty Officer model assigns one staff member to respond to <br />calls, such as alarms, to determine if the alarm is false. This model of response has <br />ensured that fire response is appropriate and reduced the staffing demands on the fire <br />agency as a whole in the communities utilizing this model. <br />If Lino Lakes moves to a duty officer model by utilizing properly trained police officers <br />that are already on -duty, full fire response call load would be reduced by 64 calls in 2012 <br />(66% reduction) and 87 calls in 2013 (72% reduction). Currently police officers do not <br />respond in this manner, therefore it would increase the call volume for police. <br />Training: <br />Tn order to properly training and certify personnel on fire services it is estimated to <br />require 170 hours of -initial -training -with -at least 4 -hours -of additional -monthly -training. <br />If 10 police officers volunteered to become certified firefighters that would require 1700 <br />of initial training hours. The ongoing annual training would add 36 training hours per <br />cross trained police officer at a minimum. <br />Conclusion: <br />Given the analysis of CFD data, if the City of Lino Lakes implements the response <br />protocols as recommended by the Medical Director for medical response and a Duty <br />Officer model is used the call load for paid on-call fire personnel would be reduced from <br />the current levels. Had these response protocols been implemented in Lino Lakes in <br />2012 and 2013 the CFD call load for Lino Lakes would have been reduced to 305 (2012) <br />and 227 (2013). <br />Staff is providing this information for Council review, comment and consideration in the <br />continuing 2015 Budget discussion. <br />Detailed analysis of the CFD 2012 & 2013 Data is below: <br />ONE VISION.
