COUNCIL WORK SESSION AUGUST 6,1997 Office Mortenson was in the audience and explained that many problems originate at the Waterworks Teen night. The City of Centerville was asked to close the Waterworks but nothing happened. At this time, Lino Lakes has a curfew ordinance and it is being enforced. Staff suggested that it be reviewed and updated. As in the past, juvenile punishment is in the realm of the courts. Also, a juvenile holding cell in the new Police Department building has been discussed. Council thanked Ms. Crohn for coming and discussing this matter. SHIRLEY PATTERSON/VERN REINERT, WENZEL FARMS TOWNHOMES, REGARDING LETTER FROM MARTY ASLESON, TRAIL EASEMENTS The City trail system through this subdivision was changed after the plat was recorded. Now the City and the Wenzel Farms Townhome Association are in the process of determining how the easements for the completion of the trail system on e subdivisions private streets can be completed. Another issue concerns a request b for trail easements on the south and west side of the subdivision. Other items on the list include posting of no motorized traffic on the trails, posting of private street signs at entrances, twice a year street sweeping on Ivy Ridge Court and Lane and signs indicating the trail portion of the private streets. After considerable discussion, Council directed staff to consult the City Attorney and the Insurance Agent to determine if the City can assume all liability for a trail located on a private street. FUTURE ANOKA COUNTY RADIO COMMUNICATIONS, MILO BENNETT Chief Bennett explained that more than a year ago, the State Legislature passed and funded a Metro regional emergency communications system. Both he and Police Chief Pecchia have been heavily involved in creating this system. PAGE 2
