COUNCIL WORK SESSION AUGUST 6,1997 <br />Office Mortenson was in the audience and explained that many problems originate at the <br />Waterworks Teen night. The City of Centerville was asked to close the Waterworks but <br />nothing happened. <br />At this time, Lino Lakes has a curfew ordinance and it is being enforced. Staff suggested <br />that it be reviewed and updated. As in the past, juvenile punishment is in the realm of the <br />courts. Also, a juvenile holding cell in the new Police Department building has been <br />discussed. <br />Council thanked Ms. Crohn for coming and discussing this matter. <br />SHIRLEY PATTERSON/VERN REINERT, WENZEL FARMS TOWNHOMES, <br />REGARDING LETTER FROM MARTY ASLESON, TRAIL EASEMENTS <br />The City trail system through this subdivision was changed after the plat was recorded. <br />Now the City and the Wenzel Farms Townhome Association are in the process of <br />determining how the easements for the completion of the trail system on e subdivisions <br />private streets can be completed. Another issue concerns a request b for trail <br />easements on the south and west side of the subdivision. <br />Ms. Shirley Patterson, a representative of the Townhave the Council a <br />list of issues that the Association would like to.. rst ue involves liability. <br />The Association would be willing to grant . - ov ome of the private streets to <br />complete the trail system providing. 1 liability. Some Council Members <br />were opposed to placing trails o .� d suggested that the trail be placed <br />along Lake Drive. Since s st m has already been completed, it appears <br />that changing the loca1 is not a consideration. <br />Some items on t o cussion such as a split rail fence and trail signs have already <br />been discussed. i ill be responsible for the construction of the fence and the <br />placement of the s s. Other items on the list include posting of no motorized traffic on <br />the trails, posting of private street signs at entrances, twice a year street sweeping on Ivy <br />Ridge Court and Lane and signs indicating the trail portion of the private streets. <br />After considerable discussion, Council directed staff to consult the City Attorney and the <br />Insurance Agent to determine if the City can assume all liability for a trail located on a <br />private street. <br />FUTURE ANOKA COUNTY RADIO COMMUNICATIONS, MILO BENNETT <br />Chief Bennett explained that more than a year ago, the State Legislature passed and <br />funded a Metro regional emergency communications system. Both he and Police Chief <br />Pecchia have been heavily involved in creating this system. <br />PAGE 2 <br />
