COUNCIL WORK SESSION SEPTEMBER 3, 1997 ENVIRONMENTAL AFFAIRS COMMITTEE, MAURINE DAVIDSON & J. P. HOUCHINS Ms. Davidson and Mr. Houchins presented a handout to the Council and staff. The Environmental Affairs Committee is proposing that a professional consultant prepare a Natural Resource Inventory. The need for a long range plan to manage the natural resources was explained as well as how the committee came to the conclusion that an inventory is needed before a management plan can be developed. The Natural Resources Inventory will cost approximately $60,000 and will take approximately two (2) years to complete. Mr. Houchins explained that once the Inventory is completed, it would be another tool that can be used in identifying areas of importance in newly proposed plats. This tool will insure that all plats are environmentally based. Staff explained that a Natural Resource Inventory is an essential step in completing the Comprehensive Plan and would work into the GIS system. AUTOMATIC TER READING ORDINANCE, NO. 26 - 07, DAVID AHRENS Mr. Ahrens explained that there is new technology for reading water meters. He presented a draft ordinance that would allow the City to use the new technology. Staff has prepared an ordinance requiring new water meters be installed in all new home and business construction. Later, a plan to convert the existing meters would be implemented so that in the near future, all water meters in the City would be using the new technology.
