COUNCIL WORK SESSION SEPTEMBER 17, 1997 <br />DISCUSSION OF PROPOSED PAWN SHOP ORDINANCE, OFFICER STEVE <br />MORTENSON <br />Staff explained that pawn shops have become very lucrative businesses. As inner cities <br />adopt stricter pawn shop ordinances, the pawn shops tend to move to the suburbs. Staff is <br />proposing adoption of a pawn shop ordinance now so that the City will be ready to <br />respond to an application for a pawn shop. The ordinance would determine where pawn <br />shops can be located and place restrictions on its operation. <br />Copies of a draft Pawn Shop Ordinance were given to the Council Members. The <br />ordinance proposed for Lino Lakes is a composite of the ordinances adopted by the City <br />of Coon Rapids and the City of Minneapolis. The City Attorney has reviewed the draft <br />and his comments were incorporated into the draft. <br />Adoption of the draft ordinance would allow the City of Lino Lakes to become part of an <br />automated computer system that would allow tracking of stolen items. The <br />proclamation will be on the September 22nd Council agenda. <br />DISCUSSION OF TEMPORARY FRESH AIR RETURN DUCT FOR CITY <br />HALL, TOM JACKSON <br />At this time, there is no provision for the exchange of fresh air in the city hall.
