• <br />• <br />COUNCIL WORK SESSION OCTOBER 8,1997 <br />Staff provided a handout for Council titled, "Possible Funding Sources". The handout <br />outlines how the civic buildings could initially be funded. Staff noted that the total project <br />would cost approximately $7,000,000. <br />Discussion followed regarding how the project would be funded. Staff noted that bonds in <br />the approximately amount of $3,500,000 would be needed as well as funds from sources <br />other than tax payers dollars. Several Council Members felt that the cost was to high. <br />Staff explained that they would not sacrifice quality to reduce the cost of the program. <br />Council directed staff to prepare a proposal that details a $7,000,000 program including a <br />schedule for payment of the bonds, a review of the legal issues and a review of the <br />proposal by Springsted, Inc. <br />Staff noted that if the Council does The Village correctly, there will be "spin-off's" in <br />other areas of the I-35W/Lake Drive corridor. <br />HRA ORGANIZATIONAL MEETING RESCHEDULED FOR ER 27, <br />1997, 6.00 P.M. <br />This matter was informational only. <br />AMENDMENT TO INVESTMENT P <br />Ms. Vaske gave each Council <br />a proposed resolution to <br />policy was adopted. T <br />policy. <br />This matter was <br />Y <br />SKE <br />City Investment Policy and a copy of <br />li Sh ` noted that it has been some time since the <br />the amendment is to include recent legislation in the <br />the October 13th Council agenda. <br />CENTENNIAL SCHOOL DISTRICT AGREEMENT, DAVID PECCHIA <br />The Police Department has received a grant to partially fund a Youth Resources Officer <br />who will be providing services at the Centennial School District campus until the first of <br />the year. Starting on January 1st, the Youth Resources Officer will be stationed at the new <br />Centennial Middle School on Elm Street. The Centennial District will pay the entire <br />unfunded portion of the Your Resources Officer's salary and benefits. A Blaine Police <br />Officer will provide services for the Centennial campus. <br />Minnesota Correctional Facility (Prison) - A disturbance occurred at the Prison last <br />week prompted several telephone calls from residents in that area. Chief Pecchia <br />explained that his department was not notified until all was secure at the prison.
