COUNCIL MINUTES OCTOBER 13, 1997 <br />Consideration of Resolution No. 97 - 126 Adopting Assessment <br />Council Member Kuether moved to adopt Resolution No. 97 - 126, as presented. Council <br />Member Bergeson seconded the motion. Motion carried unanimously. <br />Resolution No. 97 - 126 can be found at the end of these minutes. <br />Behm's Century Farm, Second Addition, John Powell - Mr. Powell explained that this project <br />is located north of Lilac Street, and is unique in that when the First Addition was assessed both <br />the Addition and the outlot--which became the Second and Third Additions --for sufficient area <br />and unit costs to cover those trunk utility improvements. Therefore, the proposed assessment is <br />to adjust the assessment to the outlot and to reflect the final assessable area. <br />This project was developer financed with all construction -related costs paid directly by the <br />developer. Mr. Powell presented the following project assessment summary: <br />Bond Fund <br />Area and Unit Fund <br />Trunk Sewer Area and <br />Connection Charge <br />Trunk Water Area and <br />Connection Charge <br />$4,961.95 <br />8,589.00 <br />$ 0.00 <br />Total: 13,550.95 <br />Wearing Course Fund 0.00 <br />Surface Water Management Fund 34,783.00 <br />Total Assessment $ 48,333.95 <br />Mr. Powell reviewed detailed assessment computations, including explanation of the combined <br />assessable area and unit charges, credits for decreased sanitary sewer and watermain decreased <br />areas, credit for subwatershed improvements, and credit against the surface water management <br />charge. The total assessment was distributed equally among Lots 5-11, Block 2, pursuant to the <br />applicable area calculations. <br />There being no questions from Council, Mayor Landers declared the public hearing on this <br />matter open at 7:21 P.M. <br />Hearing no public response, Council Member Kuether moved to close the public hearing at 7:22 <br />P.M. Council Member Bergeson seconded the motion. Motion carried unanimously. <br />Consideration of Resolution No. 97 - 142, Adopting Assessments <br />Council Member Kuether moved to adopt Resolution No. 97 - 142, as presented. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 97 - 142 can be found at the end of these minutes. <br />8 <br />
