CITY COUNCIL WORK SESSION NOVEMBER 5,1997 <br />• GERALD REHBEIN DEVELOPMENT PLAN, DAVID AHRENS <br />• <br />Mr. Ahrens presented Mr. Rehbein's development proposal and noted that he is preparing <br />a schedule for the construction of utility services. <br />Ms. Joan Tschida has submitted a proposal for a convenience store on Mr. Rehbein's <br />property located on the southeast quadrant of Main Street and 21st Avenue and plans to <br />be operational by June, 1998. She will present her development proposal to the Planning <br />and Zoning Board in December. <br />Staff explained that since the City is in litigation over development issues east of I -35E, it <br />appears logical to proceed with Ms. Tschida's proposal. <br />Since 21st Avenue is a boundary street with one-half of the street located in the City of <br />Centerville, a joint improvement project should be implemented. The City Attorney would work with <br />staff to develop the policy. <br />Council directed staff to delay certification of the Tagg assessment for one year and <br />prepare an assessment policy for multi-level properties where utility service is available. <br />Staff recommended that an appraisal of the Tagg property be completed within the next <br />year. <br />Lakes Addition Street Reconstruction - Staff noted that since the ballot question <br />regarding the reconstruction of streets in the Lakes Addition area received voter approval, <br />a financing plan for the reconstruction will be prepared. <br />PAGE 3 <br />
