COUNCIL MINUTES DECEMBER 15, 1997 <br />successful pursuit of a "plan with targets" for rental, starter and multifamily <br />housing in Lino Lakes and the direction being given that the such housing be built <br />"south and east of the chain of lakes." <br />I am drawing that information from the Citizens Advisory Group 1997 Growth <br />Plan Summary, which states: <br />"Long-range planning which addresses housing mixes. As the City's 5 -year plan, <br />Comprehensive Plan, and Zoning Ordinances are updated, the City needs to <br />address at least 2 specific housing issues: <br />"1. Establishing a plan with targets for desirable housing mixes <br />of owner occupied vs rental, single family vs multifamily, and a <br />range of housing costs." <br />"2. - Avoid creating economic divisions in residential <br />development. Development which has occurred south and east of <br />the chain of lakes is increasingly upscale single family. North and <br />west of the chain of lakes is starter and mid-level single family, as <br />well as all of the new multifamily development. Types and values <br />of housing should be distributed throughout the city." <br />I, as a citizen, do not oppose rental, multifamily or starter housing. And I have <br />faith in that the majority of citizens of our city would support diversified housing <br />if they are informed and are allowed to be involved in the decision making <br />process. As a member of the Citizens Advisory Group I do not believe that I, or <br />the other ten members have the right to direct zoning. <br />I have been advised by the chair of the Citizens Advisory Group that Lino Lakes <br />has been awarded funds from the Livable Communities Demonstration Account. <br />I refer the mayor and council members to the November 17, 1997 memorandum <br />that states this funding was requested for: <br />"Design of a Development Framework: This is a document that <br />would incorporate the architectural guidelines, plus zoning codes <br />and other regulations that are particular to the special zoning <br />district for The Village. This framework is intended to be used <br />within other areas of the city (to be designated) in the future to <br />promote more efficient land use, mixed use development and high <br />density housing." <br />I, as an individual, support this plan in the village, because the need for services, <br />transportation and jobs can be more readily met in that location. However, I am <br />concerned that it will not be built there because the city does not own the land and <br />the price set for the property is nearly three times market value.
