COUNCIL MINUTES DECEMBER 15, 1997 <br />based on what two property owners have sold land for the village to Lino Lakes <br />for in 1997. Also, whether the housing proposed for The Village is built there or <br />not, "the framework is intended to be used within other areas of the city." <br />How many citizens know this? Last fall, before I concluded that the zoning <br />language of the CAG was stronger and more divisive than that of the 20/20 Vision <br />document, I suggested that we (CAG) hold a citizens academy in order to involve <br />the community in what we were doing and to encourage greater participation and <br />communication. At the November 17, 1997 CAG meeting I again suggested a <br />citizens academy, this time for the purpose of informing the public about the <br />zoning revisions and housing targets of the CAG - about our language and the <br />actions we are taking. Perhaps the most significant disagreement I have with the <br />November 17, 1997 CAG minutes is the statement: "Kim had a suggestion for <br />developing a citizens academy for the comprehensive plan." I had asked for a <br />citizens academy to inform the citizens of zoning revisions and housing targets. <br />That is not to be found in the minutes. <br />What is found is that I am concerned with "zoning/growth" issues. I have not <br />offered an opinion in the group on growth. Though, I have wondered how the <br />growth scenarios of the Comprehensive Plan would be applied. For instance, if <br />the low growth scenario of the plan is adopted (I believe this called for a limit of <br />89 residences a year) and we built the 88 unit, owner/rental, $65,000 - $100,000 <br />condominiums included in the village housing plan, does that mean we do not <br />allow single family homes to be built that year? <br />I think we (CAG) are moving the city into an area of great housing control at a <br />time when citizens have demonstrated an intense dislike of regulation. For <br />instance, the overwhelming vote against organized collection. <br />My two main concerns are (1) that the citizens are not being informed and (2) <br />why the emphasis on housing targets and zoning revisions is so intense. As <br />support that it is I offer the "Proposed 1998 CAG goals." The only goals recorded <br />in the minutes are: <br />"A) Diversified housing types within the community <br />B) Encourage development that avoids economic division in Lino <br />Lakes <br />C) City should consider alternative zoning to achieve appropriate <br />mix between residential, commercial, and industrial <br />development."
