COUNCIL MINUTES NOVEMBER 25, 1996 <br />to construct industrial and commercial sites. Recently, Staff reviewed a proposal to construct an <br />Amoco station with attached restaurant at the corner of Main Street and Otter Lake Road. The <br />location of this proposal necessitates the construction of road and utilities to serve the site and <br />other undeveloped property in the area. This work is proposed to be completed under the same <br />contract as the Otter Lake Road realignment project planned for next Spring. <br />Mr. Ahrens explained that the City Council ordered the preparation of a feasibility report at the <br />October 28, 1996 regular Council meeting. The report has been completed by the City's <br />engineering consultant TKDA, Inc. In accordance with Minnesota State Statute 429 and the Lino <br />Lakes City Charter, the feasibility report is to be received by the City Council and a public <br />hearing scheduled. The public hearing is scheduled for the December 16, 1996 Council meeting. <br />Council Member Neal moved to adopt Resolution No. 96 - 151 as recommended by Mr. Ahrens. <br />Council member Bergeson seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 151 can be found at the end of these minutes. <br />Consideration of Approval of Drainage Study - Mr. Ahrens explained that Staff requested a <br />proposal from SEH, Inc. to conduct a drainage study of the northwest corner of the City. The <br />purpose of the drainage study is to provide information for identifying possible improvements to <br />the drainage system that should be undertaken (such as ditch cleaning, culvert repair or <br />replacement). <br />This study is designated as a high priority task item in the City's Water Management Plan due to <br />known existing drainage problems and past problems with the ditch system. The cost of the <br />drainage study is for a not -to -exceed amount of $9,200.00 and will be funded by the Surface <br />Water Management Fund. This fund is supported by charges to developments in the City. <br />Council Member Bergeson noted that the City Council has already ordered a drainage study of <br />adjacent areas and asked Mr. Ahrens if doing this area at the same time as the adjacent areas will <br />save the City money. Mr. Ahrens said there is usually a cost savings when two or more projects <br />are studied at the same time. <br />Council Member Neal moved to approve the drainage study as proposed by Mr. Ahrens. Council <br />Member Bergeson seconded the motion. Motion carried unanimously. <br />OLD BUSINESS - None. <br />NEW BUSINESS <br />Discussion of Tentative Offer to New Receptionist, Randy Schumacher - Mr. Schumacher <br />explained that City Staff has recently completed the search process to fill the vacant position of <br />City Hall receptionist. Over 200 applications were received for this opening, making the <br />selection process somewhat longer than normal. Using a point value selection criteria, the pool <br />was reduced to a group of fifteen candidates for personal interview. After a second interview <br />10 <br />
