COUNCIL MINUTES DECEMBER 9, 1996 <br />CITY ENGINEER'S REPORT, DAVID AHRENS <br />Consider Bids for Building Janitorial Service - Mr. Ahrens explained that sealed bids <br />were received and opened in November 1996 by staff for a two (2) year janitorial <br />contract. Ten bids were opened ranging from a low of $24,509.52 to a high of <br />$202,824.00. The low bidder is Diamond Cleaning Service. They have provided <br />insurance coverage and their references and background check is satisfactory. Mr. <br />Ahrens said that since the Diamond Cleaning Service bid was much lower that the second <br />lowest bidder, he verified with them that they did understand the contract and also <br />understood what supplies they would be supplying. <br />Council Member Kuether moved to direct the Mayor and City Clerk to sign the standard <br />service agreement with Diamond Cleaning Service. Council Member Lyden seconded <br />the motion. Motion carried unanimously. <br />Consider Approval of Entering into a Joint Powers Agreement, Wellhead Protection <br />Plan - Mr. Ahrens explained that each water supplier in the State of Minnesota is <br />required to prepare a Wellhead Protection Plan. This plan includes a determination of <br />wellhead protection areas around the City's wells to allow the City to determine if there is <br />potential for well contamination. <br />Ten cities in Anoka County have tentatively agreed to enter into a Joint Powers <br />Agreement to have one consulting firm work for the cities to prepare a common Wellhead <br />Protection Plan. Considerable savings can be realized by each city having one consultant <br />work for the ten cities as compared to each city hiring their own consultant. <br />The agreement outlines that the cities will first meet and request proposals from firms <br />capable of performing the required work. Upon receipt of the proposals the amount of <br />Lino Lakes' share will be known. If the City feels that our portion of the work is too <br />high, the City can withdraw from the agreement without incurring any cost. Lino Lakes <br />share of the work is 5.2% of the total cost. Mr. Ahrens said that the City could save <br />about half of what it would cost if the City hired their own consultant. <br />Council Member Lyden moved to authorize and direct the Mayor and City Clerk to <br />execute the Wellhead Protection Joint Powers Agreement. Council Member Kuether <br />seconded the motion. Motion carried unanimously. <br />Consideration of Resolution No. 96 - 154, Designation of Municipal State Aid Street, <br />Fourth Avenue from Lilac Street to the Correctional Facility - Mr. Ahrens explained <br />that on November 11, 1996, the City Council adopted Resolution No. 96 - 147 agreeing <br />to the change in jurisdiction for a portion of Fourth Avenue from the State to the City. <br />The change in jurisdiction allows the City to place this segment of street on the City <br />Municipal State Aid System (MSAS). Per State Statute the mileage of this street segment <br />is above the City's normal 20% cap on MSAS mileage. The attached resolution places <br />PAGE 2 <br />
