• <br />• <br />• <br />SPECIAL COUNCIL MEETING JANUARY 16, 1997 <br />CITY OF LINO LAKES <br />MINUTES <br />DATE January 16, 1997 <br />TIME STARTED 5:00 p.m. <br />TIME ENDED 7:58 P.M. <br />MEMBERS PRESENT Council Member Bergeson (arrived 7:45 p.m.), <br />Kuether, Lyden, Neal and Mayor Landers <br />MEMBERS ABSENT •None <br />Staff members present: City Administrator, Randy Schumacher; Community <br />Development Director, Brian Wessel; Community Development Coordinator, Mary Alice <br />Divine and Clerk -Treasurer Marilyn Anderson. <br />The purpose of the special meeting was the presentation of the V <br />City Council. The Village would be located on property o <br />southeast quadrant of the I-3 5 W/Lake Drive intersection. <br />Mr. Wessel gave a brief background on this pro a " e i for the Village was <br />developed after the Council express concern to commercial <br />development. The proposal is further drive the 1 + swap with Metropolitan Council <br />and motivated landowners who w e� i perty. Mr. Wessel introduced Mr. <br />Dennis Grebner of Grebner and A . g n r. Lord of SRF Engineering and Mr. <br />Craig Nelson of Damon, F oc They will assist in the presentation this <br />evening. <br />The Council was .`'list the presentation and then give staff their questions and <br />concernsbefore the City Council on January 27th with answers to those <br />questions d provide additional information if requested. <br />Mr. Wessel lained that there has been a concern regarding capital facilities and where <br />they should be located. The Village offers an opportunity to create something unique. The <br />concept plan was developed after many hours of meetings and public input. A team was <br />assembled to put all the ideas together. <br />Mr. Grebner presented the master plan, discussed the uses of the property, the entry <br />drives and the proposal to keep the entrance as far from the freeway interchange as <br />possible. He described the internal loop street and noted location of professional offices <br />and commercial development. Mr. Grebner noted the location of the civic buildings, a <br />down town plaza, a bell tower which would be used as a focal point and diverse housing. <br />He also noted that most of the woodlands would be untouched. <br />PAGE 1 <br />
