17. That the city has received numerous resident complaints regarding the <br />volume and nuisance of large garbage truck traffic. <br />18. That under the current system the types and volume of items picked <br />up for recycling is not as great as desirable. <br />19. That a one hauler system would have minimal displacement of <br />existing haulers. <br />20. That it Is believed that a change to a one hauler system through a <br />public bidding process would result in lower rates for residents. Such a change <br />would also result in uniform rates for city residents. <br />21. That a move to a one hauler system would better enable the city to <br />ensure that all residents participate in the solid waste collection scheme. <br />22. That a move to a one hauler system would better enable the city to <br />control the volume of truck traffic though establishment of set schedules thereby <br />reducing the need and cost of street maintenance. <br />23. That a move to a one hauler system would enable the city to enhance <br />the recycling program in the city. <br />24. That a move to a one hauler system would reduce truck traffic and <br />therefore would result in greater traffic safety for resident vehicles and <br />pedestrians. <br />25. That a move to a one hauler system would reduce traffic thereby <br />increasing the aesthetic quality of city neighborhoods. <br />26. That no haulers currently have their physical businesses located in the <br />city. That none of the haulers have permanent facilities in the city. <br />27.
