28. That all interested persons, including licensed haulers, have had <br />notice and an adequate opportunity to participate in the planning and discussion of • <br />organized collection and that a public hearing was held on November 20, 1996 at <br />which the City Council received input from the public on the project. <br />29. That under the current system licenses are issued for ore year and all <br />licenses expire on June 1 of each year. <br />30. That a move to a single hauler system would provide the city with <br />greater control over solid waste collection. <br />31. That Ordinance No. 507 currently establishes a licensing system for <br />residential haulers and commercial haulers. That adoption of a one hauler system <br />will require a substantial amending of Ordinance 507 as it relates to residential <br />solid waste collection. <br />32. That it is anticipated that the one hauler system would become <br />effective and commence on January 1, 1998. That it will be necessary to extend • <br />1996-1997 licenses for a period of six months thereby extending the termination <br />dates for said licenses to December 31, 1997. <br />From the foregoing, the City Council now makes the following: <br />NOW THEREFORE, BE IT RESOLVED: <br />1. That in regulating the collection of solid waste the city acts within its <br />authority to consider the interest of public health, safety, welfare and good order. <br />2. That the adoption of a one hauler system for the collection of <br />residential solid waste through a public bidding process serves the health, safety, <br />welfare and good order of the public. <br />• <br />
