• <br />• <br />COUNCIL MINUTES FEBRUARY 24, 1997 <br />Council Member Kuether moved to adopt Resolution No. 97 - 22. Council Member Lyden <br />seconded the motion. Motion carried with Council Member Neal voting no. <br />Resolution No. 97- 22 can be found at the end of these minutes. <br />CONSIDERATION OF GRANT OFFICERS, CHIEF PECCHIA <br />Police Chief Pecchia explained that commencing in 1995, the Clinton Administration adopted a <br />new program entitled "COPS FAST" which promised to put 100,000 new community police <br />officers on America's streets. He further explained this program awards grants to law <br />enforcement agencies to fund the hiring of law enforcement officers which then allows police <br />departments to expand the size of their force and community policing in their city. Police Chief <br />Pecchia explained that the Lino Lakes Police Department has been selected to receive grant <br />funds in the amount of $150,000 (over a period of three (3) years, 1997 through 1999) to hire two <br />(2) officers. He reviewed calculations and estimated revenues from other sources in the event the <br />grant is not received and anticipated number of police hours needed. Police Chief Pecchia <br />explained the Patrol Workload Computation Worksheet and the Officer Availability Worksheet <br />indicates the need for five (5) additional officers in 1997. However, due to the current status of <br />the available financial resources, only two (2) additional officers are being requested. If <br />approved, they will be hired by June. He reviewed the types of activities and coverage to be <br />provided by these positions. Police Chief Pecchia stated he anticipates Lino Lake will continue <br />to grow and this is one way to finance the anticipated needs for the City to the year 2000. He <br />recommended the Council accept the grant funds. <br />Council Member Kuether inquired regarding the ratio of police officers to residents. Police <br />Chief Pecchia advised the ratio will be at more than one officer per one thousand residents. He <br />clarified this ratio is not based on crime but, rather, on Lino Lakes' labor intensive community <br />policing philosophy. <br />Council Member Kuether noted there is less than a 4% increase in revenues but a 20% increase <br />in wages to the year 2000, which may not include annual raises. Police Chief Pecchia explained <br />the numbers are factored in contracts which have been settled but not forthe year 2000. He <br />explained with the additional building and valuation increase being anticipated, additional tax <br />dollars may be available. However, if the grants are not requested or turned down, they will not <br />be available next year. <br />Council Member Kuether pointed out that in the last two (2) years, the Police Department has <br />increased from 9 officers to 17 which is quite an increase. She understands the need for police <br />but she believes the community is relatively safe and the Council has to address all issues. <br />Police Chief Pecchia commented on the need to remain proactive. Council Member Kuether <br />expressed concern about the proposed budget increase and the anticipation there will be an <br />increase for more police officers between now and the year 2000. Police Chief Pecchia stated he <br />was very conservative in his revenue estimates. <br />Page 3 <br />
