COUNCIL MINUTES FEBRUARY 24, 1997 <br />ITEM ACTION <br />JANUARY 27, 1997 MINUTES Approved <br />DISBURSEMENTS: <br />February 24, 1997 Approved <br />Centennial Fire District, February 20, 1997 Approved <br />OPEN MIKE <br />Mayor Landers thanked all who sent get well cards and letters after his recent surgery. <br />No one else appeared under open mike. <br />SOLID WASTE REPORT, JACKIE CONSTANT <br />Ms. Constant reviewed that the City formed a Solid Waste Advisory Committee in January of <br />1996 to evaluate the current solid waste collection system and investigate organized collection. <br />In March of 1996, the Council adopted a Resolution of "Intent to Organize Collection" which <br />began a 90 -day planning process. She noted the City adopted four (4) goals to be achieved by <br />going to a system of organized collection that included; limited truck traffic, uniform schedule of <br />collection, expanded recycling program, and limited hours of operation. Also, a City-wide <br />survey was conducted last year with 54% of the residents surveyed favoring organized <br />collection. The City then held a public hearing on November 20, 1996, to receive public input. <br />Ms. Constant explained that following several meetings, the City of Lino Lakes and licensed <br />collectors have been unable to agree on an organized collection system. The Solid Waste <br />Advisory Committee is asking the Council to adopt a resolution to direct the preparation of an <br />ordinance organizing residential solid waste collection in the City and amending existing <br />Ordinance No. 507. <br />Council Member Bergeson asked how long will this process take to implement. Ms. Constant <br />noted the date for contractor license renewal and advised the first and second reading will take <br />place prior to June. <br />Council Member Kuether noted the Council has dealt with this issue for several years and she <br />now supports approval due to the need to address roadreconstruction issues which are currently <br />under discussion with the Charter Commission. She.commented on steps taken by the City to <br />keep heavy construction vehicles off City streets in the spring and thanked staff for their work on <br />this issue. <br />Page 2 <br />
