Fire Chief Bennett advised it is <br />at 63% in 1997. <br />Council Member Kuether moved to accept the 1998 budget for the Centennial Fire District. <br />Council Member Neal seconded the motion. Motion carried unanimously. <br />PLANNING AND ZONING REPORT, MARY KAY WYLAND/AL BRIXIUS - <br />CONTINUED <br />First Reading, Ordinance No. 03 - 97, donating Lot 4, Block 3, Lexington Park Lakeview to <br />Project for Pride in Living - Ms. Wyland said the City has been asked by Project for Pride in <br />Living to donate a parcel of property to their organization for the purpose of moving a home onto <br />the site and offering it for sale to a "moderate -income" first-time home buyer. Project for Pride <br />in Living is a non-profit organization assisting low- and moderate -income persons to become <br />self-sufficient by addressing their job, housing, and neighborhood needs. <br />Ms. Wyland noted that Lot 4, Block 3, Lexington Park Lakeview, is available for this purpose. <br />This property is owned by the City and no longer needed for drainage purposes as determined by <br />the City Engineer. She explained that donation of "the lot would add the property to the tax roles <br />and place an "affordable" home on the market. She also noted the Council could consider the <br />outright sale of this property or donate the lot to some other non-profit organization such as <br />ACCAP or Habitat for Humanity. <br />Mayor Pro Tem Bergeson suggested the rule of having a motion on the floor be suspended to <br />allow additional discussion. He noted that prior discussion has not indicated support for this <br />donation and, perhaps, the decision should be delayed for the purpose of review of the numbers <br />and possibly making the home more affordable to a low-income family. <br />Council Member Kuether stated the house would probably be for a moderate -income level home <br />buyer rather than a low-income level. She asserted the City is being asked to donate a lot for a <br />questionable purpose and stated she supports more research and would prefer other <br />considerations. <br />Council Member Lyden concurred and noted that "charity begins at home." He stated he <br />supports research of other alternatives. <br />Council Member Kuether moved to deny the request for donation. Council Member Lyden <br />seconded the motion. Motion carried unanimously. <br />Ms. Wyland asked if staff should pursue alternative uses for these two parcels of property. <br />Council Member Kuether stated the Council was not aware of these two lots before tonight and <br />suggested a discussion be held at a work session. <br />Mr. Schumacher clarified there may only be one developable lot since the other may be needed <br />for drainage. <br />Page 7 <br />
