COUNCIL WORK SESSION MARCH 5,1997 <br />• SCHEDULE FOR CONSTRUCTION OF POLICE DEPARTMENT BUILDING, <br />BRIAN WESSEL <br />• <br />Mr. Wessel gave Council a proposed schedule for the construction of a new Police <br />Department building in The Village. Mr. Schumacher is preparing a schedule of funding <br />sources and will have this information for the March 19th work session. <br />SENIOR UTILITY RATES, DAVID AHRENS <br />In response to the concerns raised by the developer of the Cottage Homesteads west of St. <br />Joseph Catholic Church, staff was directed to prepare a proposal for sewer and water <br />utility rates for senior citizens. Staff consulted the City Attorney to determine if there <br />would be any legal consequences for enacting special rates for senior citizens. A proposal <br />was then prepared. Council was given a copy of the proposal. <br />Council discussed this matter for some time. The consensus was er did <br />not do his homework before starting his project therefor, his ci p'o'did not <br />adequately address the costs of sewer and water billings ouncil felt <br />the City should not feel obligated to "bail" him out • his 6 e 'n. Council <br />decided to place a resolution on the March 10th e current utility <br />rates. <br />STATUS OF WARE ROAD RE , DAVID AHRENS <br />Staff was directed to prep. o ° ` reconstruction of Ware Road. The <br />schedule has been pre • c . s g to the Council. This project will be funded <br />almost entirely . The developer of Miller's South Glen on 62nd Street <br />has consented to • 10 • gid= ach lot he is creating in his new development. A total of <br />$98,000's� ass d against his project. <br />A proposal ".m° eting the construction in two (2) phases in two (2) different years <br />was discusse N °: Staff recommended that sewer and water utility services be installed with <br />the new road construction avoiding the need to tear up the street in the future. Since the <br />southern portion of Ware Road is not in the MUSA, staff was directed to determine a plan <br />for extending those services. <br />Staff was directed to consult with the City Administrator and the City Attorney to <br />determine if there are any legal issued involved with a staged reconstruction plan. This <br />information will be brought to the Council on March 24th. <br />ROAD IMPROVEMENT PLAN, DAVID AHRENS <br />Staff has requested proposals from consultants to prepare a road improvement plan. Staff <br />is still waiting for some proposals. This matter will be placed on the March 19th work <br />session agenda. <br />PAGE 3 <br />
