COUNCIL WORK SESSION MARCH 19,1997 <br />• ANOKA COUNTY COMMUNITY ACTION PROGRAM (ACCAP), MOVE <br />HOUSE INTO CITY ON LOT LOCATED ON SUNSET ROAD, STEVE <br />KLEIN/MARY KAY WYLAND <br />• <br />• <br />Ms. Wyland introduced Mr. Klein from ACCAP and Mr. and Ms. Vaneske who own a <br />house in Shoreview near Turtle Lake. Mr. and Mrs. Vaneske wish to donate their house to <br />ACCAP to moved to a lot on Sunset Avenue currently owned by the City. ACCAP. They <br />would like to create an affordable house to assist a first-time homebuyer. ACCAP would <br />not make any money on the proposal. The Vaneske's also wish to aid a first-time <br />homebuyer. ACCAP asked the City to donate the lot on Sunset Avenue making the home <br />more affordable. <br />Council expressed concern about giving City owned land away, if this is something the <br />City should be involved in and if the City should sell the lot at market price and use the <br />money to implement another program. <br />After further discussion, Council asked that Mr. Klein and staff prepare <br />selling the land to ACCAP at a specific dollar figure to cover the co <br />other costs related to selling the lot. He has put this pro s • n e Council decides whether a new <br />city hall will be constructs <br />This matter will <br />th work session agenda. <br />SOLID WASTE NCE, JACKIE CONSTANT <br />The Solid Waste Committee is in the process of preparing an ordinance for organized <br />solid waste and plan to present it to the Council at their April 14th meeting. <br />Ms. Constant noted that this ordinance only addresses residential solid waste haulers. The <br />Committee would address commercial and industrial haulers at a later date. She also <br />recommended that the ordinance currently being prepared include provisions for building <br />debris created at new home construction or home remodeling sites. Council directed the <br />Committee to work with the builders to draft this portion of the ordinance. Council also <br />directed the Committee to make this portion of the ordinance effective after the current <br />building season to allow the builders to change their process. <br />After further discussion, staff was directed to include condominiums, town homes and <br />mobile home parks in the proposed ordinance.
