Council felt <br />that longer license terms may give the customers more favorable rates. <br />Staff was also directed to include a cancellation clause in the proposed draft, provide for a <br />means to assess unpaid customer bills and extend the current license period for the <br />current haulers to December 31, 1997. He <br />is proposing to purchase the Glenn Rehbein property former owned by the Methodist <br />Church. Originally Mr. Rehbein wanted to be a partner in the Village development but <br />now is directing all his resources to a development in Wisconsin. In addition, originally <br />Mortenson Development was backing this project but now Kraus/Anderson will be the <br />developer. <br />Mr. Wessel outlined a proposal for acquiring the Rehbein property. Ownership of the land <br />will remain with Mr. Rehbein until each parcel is sold. If there is no development within <br />five (5) years, the land reverts back to Mr. Rehbein. The City has no other obligation. Mr. <br />Rehbein will be motivated to go along with this proposal because he is facing trunk utility <br />assessments. Mr. Wessel also recommended purchasing the Funkhauser's property. This <br />property almost separates the Rehbein property from the property the City is obtaining via <br />the land swap with Anoka County. <br />PAGE 4 <br />
