• <br />• <br />COUNCIL MINUTES MARCH 24, 1997 <br />Ms. Wyland continued by explaining the property in question contains 1.54 acres and is <br />approximately 150 feet wide and 450 feet in depth. The site is located next to a street right-of- <br />way that the City is considering vacating as it will not be used for roadway purposes in the <br />foreseeable future. In addition to the proposed construction, Boe Ornamental is interested in <br />constructing an office, warehouse and manufacturing rental building on the adjacent property. <br />She stated the Council will be asked to review that submittal in the near future. <br />Ms. Wyland stated the Planning and Zoning Board recommended approval of this site plan <br />review with the conditions outlined in the Staff Report dated March 14, 1997. <br />Mayor Landers said he was under the impression this area was already serviced by utilities. Ms. <br />Wyland stated there are no sewer or water utilities in the area on Lilac between Fourth Avenue <br />and Apollo Drive. <br />Council Member Kuether moved to approve the site plan review for Boe Ornamental with the <br />conditions stated in the Staff Report dated March 14, 1997. Council Member Neal seconded the <br />motion. Motion carried unanimously. <br />Mayor Landers called a recess at 8:37 p.m. The meeting was reconvened at 8:46 p.m. <br />PUBLIC HEARING, Preliminary Plat Review, the "Village" of the Town Center - Mr. <br />Brixius reviewed the history of this project. He stated to insure proper notification of the revised <br />preliminary plat, the Council is being asked to hold the public hearing on this preliminary plat. <br />The Planning and Zoning Board reviewed a preliminary plat for the entire 51 acre "Village" that <br />has since been redrawn to reflect only the Rehbein property consisting of 13.8 acres. He stated <br />the Planning and Zoning Board recommended approval of the plat with the conditions outlined in <br />the staff report. <br />Council Member Bergeson asked if the dimensions of the streets are wide enough for semitrucks. <br />Mr. Brixius stated the turning radius is adequate and the rights-of-way are more than sufficient. <br />Mayor Landers opened the Public Hearing at 8:56 P.M. <br />Mr. Joel Tagg, 7504 Lake Drive, asked when his entrance is going to be cut off. Mr. Brixius <br />stated his entrance would be redesigned when the street is fully reconstructed and ready for <br />traffic. Mr. Ahrens covered the schedule for reconstruction. <br />Council Member Kuether asked how the interim period will impact Mr. Tagg. Mr. Wessel stated <br />that continued use of that road will be available to Mr. Tagg as well as the clinic until the new <br />road is ready for use. <br />Mr. Tagg asked what happens to his little piece of property that currently gives him access to his <br />home and business after it is cut off. He said it will be worthless. Discussion followed about the <br />correctness of the property lines shown and who actually owns what. Mr. Hawkins stated the <br />PACJF 14 <br />
