• <br />• <br />• <br />CITY COUNCIL APRIL 21, 1997 <br />CITY OF LINO LAKES <br />MINUTES <br />DATE April 21, 1997 <br />TIME STARTED 6:30 P.M. <br />TIME ENDED 7:32 P.M. <br />MEMBERS PRESENT Kuether, Lyden, Neal, Landers <br />MEMBERS ABSENT Bergeson <br />Staff members present: Todd Smith, Anoka County Assessor, and Marilyn Anderson, <br />Clerk -Treasurer. <br />Mr. Smith explained that the purpose of the meeting was to convene the annual Board of <br />Review. He noted that this meeting will deal with the valuation he has placed on each <br />parcel of land in Lino Lakes for the taxes payable in 1998. <br />Mr. Smith noted that Mr. Lyle Carpenter, who owns commercial property at 8009 Lake <br />Drive spoke to him prior to this meeting. Mr. Carpenter was concerned about the value <br />placed on this property. Mr. Smith will review the value as soon as the commercial <br />assessor is available to work with him. <br />Council Member Kuether said that she had a lot of residents calling her regarding the <br />increase in their property value. Mr. Smith explained that Anoka County has been <br />increasing property values in the entire County by 3% annually. This increase reflects the <br />increase in the cost of building materials. <br />Council Member Kuether noted that new construction is not the value that it once was. <br />She said that used housing is now the better value. <br />Council Member Lyden explained that his concern is creating a balance between <br />residential and commercial growth. He asked is there any sign of getting to this balance. <br />Mr. Smith said yes, in 1996 there was a reduction in residential and an increase in <br />commercial. <br />Council Member Kuether asked how does Lino Lakes compare with other cities in Anoka <br />County. Mr. Smith explained that Lino Lakes is somewhere in the middle. <br />Council Member Lyden said that he is still concerned about the Town Center program. <br />He said he feels that it would not survive unless there is a big anchor store. Mr. Smith <br />agreed with Council Member Lyden. <br />PAC&1 <br />
