• <br />• <br />COUNCIL MINUTES MAY 12, 1997 <br />Mr. Simmons stated the reason most often cited by Blaine residents is they did not want their tot <br />lot to become a "magnet" for other neighborhood children. <br />Mayor Landers opened the public hearing at 7:33 P.M. There being no public input, Mayor <br />Landers requested a motion to close the public hearing. <br />Council Member Kuether moved to close the public hearing at 7:33 P.M. Council Member <br />Lyden seconded the motion. Motion carried unanimously. <br />Council Member Kuether moved to approve the preliminary plat and final plat for Apollo <br />Meadows Town Houses subject to five conditions as presented. Council Member Lyden <br />seconded the motion. <br />Council Member Bergeson asked why both preliminary and final plat approvals are being <br />considered. Ms. Wyland explained both are being considered at this time because the <br />preliminary plat was not considered during the PDO review. <br />Motion carried unanimously. <br />Consideration of Changing Council Conditions, Lot 19, Block 5, Behm's Century Farms, <br />256 Palomino Avenue - Ms. Wyland advised the plat for the Behm's Century Farms 1st <br />Addition was approved by the Council in May of 1995. At that time, a condition of approval <br />involved the orientation of three lots on Palomino Lane. These three lots were directed to face <br />north. The reason for this orientation involved the concern that the middle lot (a butt lot) would <br />not be as desirable with the homes on either side facing east and west. <br />Ms. Wyland advised Lots 17 and 18 have been built on and these lots face north. Lot 19 is the <br />last lot left in this addition. The potential purchaser is not able to locate their desired home in a <br />northerly orientation and would like the Council to reconsider the original conditions placed on <br />this plat. A problem contributing to the difficulty in facing the home in a northerly manner is the <br />lot width (or depth) at 105 feet. She noted that as plated, the lot is more suited to a westerly <br />facing dwelling. <br />Council Member Kuether asked if the owners of Lot 18 were present or have been notified of this <br />request. Ms. Wyland advised they are not present and have not been notified by the City. <br />Steve Kelly, representing Olmstead Builders, thanked the Council for considering this request <br />and offered to answer questions. <br />Council Member Kuether noted this house will fit on the lot if facing north. Mr. Kelly stated this <br />is correct; however, there would be less than 30 feet for a back yard. He noted this is the last lot <br />in this addition and they are waiting for the moving of the MUSA line for approval of Phase II. <br />PAGE 10 <br />
