COUNCIL MINUTES MAY 12, 1997 <br />Council Member Kuether stated she understands the need to purchase since there are no charge <br />accounts, but she believes the rest can wait for disbursements. <br />Council Member Neal presented a scenario whereby staff may need to purchase critical supplies <br />before receiving Council authorization and stated he believes a petty cash should be made <br />available to staff. <br />Mayor Landers stated he supports a petty cash fund as long as staff audits the fund periodically <br />and submits reports. <br />Council Member Lyden moved to adopt the a Policy for Petty Cash Reimbursement as <br />recommended by staff. Council Member Neal seconded the motion. Motion carried with <br />Council Member Kuether voting no. <br />CONSIDERATION OF CONTRACT FOR SERVICES FOR PROVIDING <br />RECREATIONAL SERVICE FOR THE CITY OF CIRCLE PINES, BARRY <br />BERNSTEIN <br />Mr. Bernstein explained the City of Circle Pines has inquired regarding the possibility of <br />contracting for service with the Lino Lakes Parks and Recreation Department. He explained a <br />meeting was held with Circle Pines City Administrator Jim Keinath, Circle Pines Superintendent <br />of Parks Dave Phipps, and Lino Lakes City Administrator Randy Schumacher to lay the ground <br />work for a possible agreement. Mr. Bernstein distributed a letter received from the City of Circle <br />Pines indicating they desire recreational programs on a short-term basis, until the end of the year. <br />He outlined the proposal indicating what programs are being requested and the fees to be paid. <br />Mr. Bernstein said he felt that entering into such an agreement will result in a benefit to all. He <br />noted Lino Lakes will also benefit in receiving more facilities to use in return for allowing <br />residents of Circle Pines to participate. Mr. Bernstein reviewed the Circle Pines newsletter <br />(monthly publication) which will advertise such an arrangement, if approved. He requested <br />Council direction. <br />Mr. Schumacher reiterated the need for a timely decision to assure adequate time for <br />advertisement. He suggested if the Council is supportive of such an arrangement, staff and the <br />City Attorney will finalize the agreement document and submit it for Council consideration at the <br />next meeting. <br />Council Member Kuether stated her support for a joint program. <br />Council Member Lyden requested a legal opinion. Mr. Hawkins advised more cities are going in <br />this direction (shared services) and his preliminary review found nothing objectionable in the <br />proposed agreement. <br />Mayor Landers asked Mr. Bernstein if he will be able to manage this expanded program alone, or <br />if additional staff or equipment will be needed.
