He stated he would like to enter into <br />this agreement for a short period of time and then reexamine what has happened to determine <br />potential problems. He declared this is a great testament to what Lino Lakes has achieved in that <br />other cities are asking Lino Lakes to handle their recreational program. He reported on his <br />conversation with Jim Keinath, Circle Pines City Administrator, where he asked if there would <br />be any assistance with capability, if needed, and Mr. Keinath's response that he was open to <br />considering this, should the need arise. <br />Council Member Kuether moved to approve a Contract for Service for Providing Recreational <br />Services for the City of Circle Pines. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />CONSIDERATION OF EMERGENCY ORDINANCE NO. 11- 97 INCORPORATING <br />AN ADMINISTRATIVE EXCEPTION POLICY FOR SEPTIC SYSTEM FAILURES, <br />PETER KLUEGEL <br />This item was removed from the agenda upon adoption. <br />CITY ENGINEER'S REPORT, DAVID AHRENS <br />Resolution No. 97 - 63, Receive Report and Call Hearing on Improvement Project, Ware <br />Road Reconstruction - Mr. Ahrens explained at the March 24, 1997, Council meeting, the <br />Council ordered preparation of a report for the reconstruction of Ware Road. In accordance with <br />Minnesota State Statutes 429 and the Lino Lakes City Charter, the feasibility report is to be <br />received by the Council and a hearing called. He advised the public hearing is scheduled for 6:30 <br />p.m. on Monday, June 23, 1997. <br />Mr. Ahrens reviewed highlights from the feasibility report and the engineer's indication this <br />project is feasible. He noted the width of the roadway and possible interest in a parking lane <br />north of Coyote Trail or Arrowhead Drive. The grand total, including easement costs and <br />overhead, is $1.9 million. Of that, the street cost is $863,000; removal cost is $190,000; and <br />storm sewer cost is $310,000 which are all state eligible. The cost for sanitary sewer is $255,000 <br />and watermain is $304,000. Mr. Ahrens recommended the project be financed through state aid <br />funds, assessments, and the City utility funds. He reported two neighborhood meetings were <br />held which went well. The street improvement is proposed to be assessed at $2,000 per lot for 51 <br />lots or $102,000. He advised the developer of Miller South Glen has indicated he would <br />contribute $2,000 per lot at 49 lots or $98,000. Mr. Ahrens explained 100% of the utility cost <br />would be assessed, on a per unit basis, with an existing home considered as one unit plus an <br />additional unit assessment if the property can be subdivided. <br />Mr. Ahrens advised the total assessment cost per lot is estimated at $16,114. He then reviewed <br />the project schedule indicating a third neighborhood meeting will be held on June 5, 1997, the <br />public hearing held on June 23, 1997, and start of construction in May of 1998. He advised these <br />issues will be thoroughly discussed by property owners at the upcoming neighborhood meeting. <br />PAGE 6 <br />
