COUNCIL WORK SESSION JUNE 4, 1997 • finds that there is nothing in the Charter that prohibits reconstruction of City roads. However, the Charter does not provide a funding mechanism for these projects. • The Charter Commission sub -committee is recommending that the City Engineer prepare a list of streets that need reconstruction and prioritize the list. The City Council will order the improvement of the first street on the project list to be funded by a combination of assessments to the benefited property owners and funding by the City. Once the project is ordered, the project will be placed on the November municipal election ballot for consideration by the voters of the City. If the voters approve the road improvement, the project will be constructed in 1998. If the voters reject the project, the Charter Commission will consider other methods of funding road reconstruction projects. Council expressed support of this proposal. The Charter Commission sub -committee will meet with the entire C ' ission on July 11th and let them know that the Council is supportive of ation. CONSIDER EXTENSION OF THE GAS UTILITY PERMIT FOR THE CENTENNIAL MIDDLE SCHOOL FOR MINNEGASCO, RANDY SCHUMACHER A temporary permit was issued to Minnegasco to provide gas services to the new Centennial Middle School on Elm Street. Staff is in the process of negotiating a permanent gas franchise with Minnegasco. The permanent franchise is not ready for Council consideration and Council was asked to approve a 35 day extension to the current temporary permit. This matter will be placed on the Council agenda Monday evening. PAGE 5
