<br />The representative from Rise, Incorporated explained that her organization is a direct provider of
<br />services to disabled individuals including job training, placement, employment, and housing
<br />support services. Approximately 2,000 individuals were served by Rise in 1997, some of whom
<br />were Lino Lakes residents. Rise's request is for $3,000 for capital equipment and start-up items
<br />for a new program within Anoka Enterprise Park which will serve 45 individuals with severe
<br />disabilities. This program has been developed at the request of Anoka County to serve those
<br />individuals who cannot be served by other existing programs.
<br />Council Member Lyden requested clarification as to the number of Lino Lakes residents
<br />currently being served by the Rise program. The response was that two Lino Lakes residents
<br />participate in the program.
<br />Council Member Bergeson pointed out that Council Member Neal, who was not present at the
<br />meeting, was watching these presentations on television, and that he had expressed his desire that
<br />his interest in all of the programs represented in this public hearing be made known.
<br />Mr. Schumacher spoke on behalf of the Lino Lakes Senior Program, explaining that it has been
<br />in existence for approximately 10 years with a part-time Senior Coordinator who establishes
<br />programs such as aerobics, card parties, travel programs, etc. He added that participation in the
<br />program has grown significantly over the years.
<br />Mayor Sullivan declared the public hearing open at 7:15 p.m.
<br />There being no speakers from the audience, Council Member Lyden moved to close the public
<br />hearing at 7:15 p.m. Council Member Bergeson seconded the motion. Motion carried
<br />unanimously.
<br />CONSIDERATION OF THE 1997 YEAR END BUILDING REPORT, PETE KLUEGEL
<br />Mr. Kluegel indicated that 1997 was a very busy year for Lino Lakes, stating that 597 building
<br />permits were issued compared to 588 in 1996. Total construction valuation for 1997 was
<br />$32,666,843. This figure is $41,000,000 less than the 1996 total, basically due to the large
<br />institutional projects in 1996; principally the Centennial Middle School ($25 million), St. Joseph
<br />Catholic Church remodeling, and the Anoka County Juvenile Center. 197 new homes, including
<br />37 town houses and 17 manufactured homes within the Baldwin Lake Trailer Park were
<br />constructed in 1997. This represents an increase of 8 homes from the 189 total for 1996. The
<br />average home price was $134,733. There were 20 commercial, industrial and institutional
<br />building permits isued totaling $6 million in 1997. Principal among these institutional projects
<br />were Minnesota correctional facilities remodeling projects totaling $61,000 and $30,000, and the
<br />Lino Lakes storage building for a total of $166,800. With respect to principal industrial projects,
<br />Mr. Kluegel named Jerneen Manufacturing at $680,000, Rice Industries at $500,000 within the
<br />Apollo Business Park, two developments within the Fogerty buildings totaling approximately $1
<br />million, GNW, $1,600,000, and Arndt, $415,710. The principal commercial project is the
<br />• Fairview Clinic for a total of $1,046,497. There were 380 building permits issued for such items
<br />as additions, remodeling, basement finishes, garages, fences, decks, porches, and signs. Total
