COUNCIL MINUTES JANUARY 12, 1998 <br />valuation for these permits was $2,482,058. Electrical permits generated revenues of <br />approximately $9,000 for the City under a contract agreement with Ken Peterson. Mr. Kluegel <br />pointed out that over a two-year period the City has realized a total revenue of approximately <br />$20,000 under this contract arrangement. <br />Mr. Kluegel added that Tom Jackson of the Building Department, along with representatives of <br />the community, have been active in the Building Code Compliance Conformance Committee, <br />which deals with building code interpretation and enforcement throughout Minnesota. Mr. <br />Jackson is also working on a one-stop shop consisting of handouts for building projects for <br />residents of the community similar to projects in other communities. The Building Department <br />has also been involved in implementation of the on-site septic pumping and maintenance <br />program, with 19 septic system completed in 1997. From an initial list of 2,900 residents, 200 <br />homes remain in need of septic system maintenance service. Articles concerning this program <br />have been published in the local newsletter. Mr. Kluegel then expressed thanks to Carrie <br />Vallella, Jean Vigor, and Mary Vaske for assistance in sending out notices and setting up the <br />computer program for this service, as well as for responding to telephone inquiries. <br />According to Mr. Kluegel, interest rates remain low, which should create a favorable <br />construction environment for 1998. Building projects include the convenience <br />store/restaurant/car wash at the intersection of Main Street and 35E, the bank located in the <br />Village Center, the Civic Complex, the Molin Concrete addition, and increased activity with <br />respect to town houses within the Marshan Lake development. <br />Mayor Sullivan stated that the material presented to Council in connection with Mr. Kluegel's <br />presentation was helpful, and that his recognition of fellow employees was commendable. She <br />then asked about training or meetings for citizens on the subject of on-site septic system pumping <br />planned for February. Mr. Kluegel confirmed these plans, indicating that the exact date, time <br />and place for this activity had not yet been established, but would be announced. He added that <br />the Building Department is applying for a grant for funds to assist residents with the cost of <br />septic system maintenance. <br />Council Member Bergeson moved to accept Mr. Kluegel's 1997 year-end building report, as <br />presented. Council Member Lyden seconded the motion. Motion carried unanimously. <br />COMMUNITY DEVELOPMENT REPORT, BRIAN WESSEL <br />Mr. Wessel gave a brief update with regard to the Comprehensive Plan progress, explaining that <br />on November 20, 1997, the Task Force culminated 6 months of dialog on growth scenarios with <br />a recommendation for moderate growth direction. That recommendation will be presented to <br />Council for review on February 8, 1998. A Task Force meeting is scheduled for January 29, <br />1998 at 6:00, and the agenda for that meeting will include an explanation and the impact of the <br />moderate growth scenario, as well as such additional issues as school district concerns and <br />commercial/residential economic development issues. There will be two Council work sessions <br />prior to that date, one on January 21 and the other on February 4, where consultants will update <br />Council on the impact of the moderate growth scenario.
