COUNCIL WORK SESSION JANUARY 21, 1998 <br />appears that there will be no dramatic changes. The process looks at the position not the <br />person performing the duties nor their years of experience. <br />As this was an update, no action is needed. <br />DISCUSSION OF TELECOMMUNICATIONS ORDINANCE, ALAN BRIXIUS <br />Al presented a draft of the Telecommunications Ordinance. The Council had requested <br />that an ordinance be drafted to limit the places where towers (antennas) could be located. <br />The ordinance would allow the City to restrict location of new towers and yet not be so <br />restrictive that the City would face a lawsuit with every application. <br />The purpose of the ordinance is to keep towers out of residential districts and restrict <br />them to the industrial districts. This is the best place <br />to explain the Comp Plan to the community. <br />After the public forums are completed, staff will begin a staging plan. Although the <br />decision was not unanimous, the moderate growth plan has been selected by the Comp <br />Plan Task Force. This means that there will be less residential building. Policies and <br />philosophies are needed to slow down the rate of growth. Issues that need to be addressed <br />are timing, standards and the transportation plan. There is also the need to identify an <br />appropriate commercial/industrial growth rate. The City also most recognize that there is <br />infrastructure in place and the City needs to use it. <br />The Comp Plan being presented is the Task Forces best guess and can be changed <br />following the community forums.
