COUNCIL WORK SESSION JANUARY 21, 1998 appears that there will be no dramatic changes. The process looks at the position not the person performing the duties nor their years of experience. As this was an update, no action is needed. DISCUSSION OF TELECOMMUNICATIONS ORDINANCE, ALAN BRIXIUS Al presented a draft of the Telecommunications Ordinance. The Council had requested that an ordinance be drafted to limit the places where towers (antennas) could be located. The ordinance would allow the City to restrict location of new towers and yet not be so restrictive that the City would face a lawsuit with every application. The purpose of the ordinance is to keep towers out of residential districts and restrict them to the industrial districts. This would still provide tower users a wide coverage of the City. City Council probably the last Council meeting in Febru No Council action is needed at this time. aping Board. e brought to the 1998 COMPREHENSIVE PLANNING,.CITIZENS FORUM UPDATE, AL BRIXIUS The Comprehensive Land L1se Plan (Comp Plan) Task Force will meet on January 29, 1998 and possibly one more time before the draft Comp Plan is sent to the Council at the first meeting in Feb Seveinl community forums will be held. This is the best place to explain the Comp Plan to the community. After the public forums are completed, staff will begin a staging plan. Although the decision was not unanimous, the moderate growth plan has been selected by the Comp Plan Task Force. This means that there will be less residential building. Policies and philosophies are needed to slow down the rate of growth. Issues that need to be addressed are timing, standards and the transportation plan. There is also the need to identify an appropriate commercial/industrial growth rate. The City also most recognize that there is infrastructure in place and the City needs to use it. The Comp Plan being presented is the Task Forces best guess and can be changed following the community forums. All the community forums should be held in February and March.
