• <br />MINUTES MARCH 16, 1998 <br />including the city hall will be started at the same time. He outlined the budget approved <br />by the City Council in November, 1997 (Schedule "C"). Brian noted that Adolphson and <br />Peterson has guaranteed that the construction costs will not exceed $6,000,000. <br />Brian outlined funding for the entire civic center complex. (See Scheduled "D") He <br />noted that Area and Unit Fund will be used to fund the Early Childhood Center. The fund <br />would be reimbursed over the period of 10 years by the payment of the lease for this <br />building. He noted that the bonds required for the complex construction are 15 year <br />bonds. Kim asked when the citizens will see this proposal and when will taxes be <br />impacted. Brian stated that taxes will be impacted in 1999. John asked how payments <br />would be made on the bond issue and the loan from the Area and Unit Charge fund. He <br />noted that the payments would be over $300,000.00. <br />Kim expressed concern that the Council will have to go back through this presentation <br />when Mary Vaske is available and also that Chris has not made arrangements to go <br />through this. It was noted that Chris will make arrangements to go through this <br />presentation. Kim said she felt it was imperative that all members of this team attend the <br />next session on this issue. <br />YMCA/COMMUNITY CENTER, MARY ALICE DIVINE/BRIAN WESSEL <br />Mary Alice handed out a list of projects beginning in 1991 through 1998 of businesses <br />that have located in Lino Lakes or are planning to locate in 1998 (Schedule "E") She <br />explained that a market research study was prepared by the YMCA and the results are <br />very positive. She also noted Schedule "F" which indicates that the 20/20 Vision project <br />and the 1997 Citizens Survey indicated that citizen support is very strong for this facility. <br />Mary Alice provided details of the market research study and explained what services <br />would be available to the citizens. (Schedule "G") <br />Mary Alice detailed the funding strategy. The facility is planned to be a joint partnership <br />between the YMCA and the City. She noted that the YMCA has never constructed a <br />facility with a partner. This will be "new ground" for both the YMCA and the City. <br />Mary Alice detailed the reasons the City should become a partner in this venture. <br />(Schedule "H") She explained that property tax effect if the City bonds for $1.5 million <br />would be $2.70 per year on a $150,000 home. <br />John noted the facility would be 50,000 square feet. Mary Alice said that is <br />approximately the size of the White Bear Lake YMCA located near highways 694 and <br />White Bear Avenue <br />PARKS/ATHLETIC COMPLEX, RICK DeGardner <br />Rick explained that at the last Council work session he asked the Council to tell his <br />department what they should do regarding the possibility of a bond referendum <br />considering that a athletic complex site cannot be secured.
