Further discussion followed regarding the services <br />that would be part of the Y and the possibility of moving the Senior Center to the Y. <br />• <br />• <br />The consensus of the Council was to pursue financing Option No. 2. The civic buildings <br />would be financed by lease revenue bonds and if suitable land for an athletic complex <br />were found, the Area and Unit Fund would loan the Park Department funds for the <br />purchase of the land. This method of financing would keep cash reserves for the purchase <br />of unforeseen expenses. <br />DISCUSSION OF ECONOMIC DEVELOPMENT AUTHORITY ADVISORY <br />BOARD (EDAAB) APPOINTMENTS/CHANGING NAME OF EDAAB, BRIAN <br />WESSEL <br />The EDAAB is a volunteer advisory board, which operates informall e three (3) <br />positions open for appointment. The positions are currently held . Re in, <br />Roger Jensen and John Milbauer. Mr. Wessel recommended e •e�p of the <br />board be expanded by two (2) additional members for a t 1,��� 9) •ers. Their <br />terms would be staggered as are the current terms. <br />g <br />The consensus of the Council is that Roger Jkaby would be appointed <br />to a two (2) year term ending December 31, ' 99. Re bein, John Mulbauer and <br />Fritz Johnson would be appointed �s ending December 31, 2000. <br />The Council agreed that t ry board should be changed to the <br />Economic Developme st • Bo: (EDAB). <br />This matter will bApril 13, 1998 regular Council agenda for formal action <br />by the Co <br />DISCUSSI+�`1 INT POWERS AGREEMENT WITH THE CITY OF <br />CENTER E REGARDING 21ST AVENUE, DAVE AHRENS <br />Staff explained that a Memorandum of Understanding (MOU) was drafted by the City of <br />Centerville to address the reconstruction of 21st Avenue, which is a boundary street <br />between the City of Centerville and the City of Lino Lakes. The Clearwater Creek <br />convenience center is under construction on the Lino Lakes side of the street and will <br />need access to the street. The street is currently a dirt road and must be improved before <br />the convenience center can officially open. <br />The City of Lino Lakes and the City of Centerville have been discussing a joint <br />improvement project to upgrade 21st Avenue. A MOU is needed so that each City will be <br />aware of the construction standards and what is the responsibility of each City. Chief <br />Pecchia described the contents of the MOU which not only includes the language to <br />address 21st Avenue south of Main Street but includes provisions for the extension of 21 <br />PAGE 5 <br />
