COUNCIL MINUTES MAY 26, 1998 <br />9. A detailed sign plan is submitted subject to City approval. <br />10. The submitted utility and grading plan is subject to review and approval by the <br />City Engineer. <br />11. Site and building plans are subject to review and approval by the Town Center <br />Architectural Review Committee. <br />Ms. Wyland noted that the Planning and Zoning Board held a public hearing on Wednesday, <br />May 14, 1998, and approved the conditional use permit for a drive-through bank with the <br />conditions attached to the original site plan review and outlined above. <br />Council Member Dahl returned to the meeting at 7:21 p.m. <br />Mr. Paul Struthers, architect for the building, briefly outlined the conditions and went over a <br />detailed map of the site and building plan. He stated that the conditions imposed are appropriate. <br />Council Member Lyden questioned the stacking issue in condition number six (6). Mr. Struthers <br />indicated that the building and site plan was based on two (2) existing banks. The type of <br />banking this facility does indicates that two (2) drive-through lanes are adequate. <br />Council Member Lyden asked what percent of business is done on a walk up basis. Mr. <br />Struthers stated that most of the business done in the exiting banks does take place in the bank <br />building. There will be an ATM machine on the outside of the building. There if very little <br />drive-through business. <br />Council Member Lyden asked if a comparison could be made from the existing banks to the bank <br />that will be in Lino Lakes. <br />Council Member Neal stated that there would be too much traffic with a two (2) lane drive- <br />through. He believes there will be less traffic with a three (3) lane drive-through. <br />Mr. Wessel indicated the site plan for the building has already been approved. <br />Mayor Sullivan asked if the width of the parking lot was adequate for the traffic flow and <br />pedestrian use. She also asked how long the two (2) lane drive-through would be feasible for <br />the City of Lino Lakes. Mr. Struthers indicated that the same bank in Belle Plain has been in <br />business for five (5) years and they have not yet expanded. <br />Mr. Wessel stated that the City of Lino Lakes has several banks and the stacking issue regarding <br />the Lakeland National Bank has been dealt with. <br />Council Member Neal stated that the bank needs to be prepared to do more business than they <br />are currently anticipating. <br />8 <br />
