• <br />• <br />• <br />COUNCIL MINUTES MAY 26, 1998 <br />Mayor Sullivan asked about the population of Belle Plain. Mr. Struthers stated that Belle Plain is <br />an emerging suburb with a new motorcycle factory directly across the street from the bank. The <br />bank there is very successful and does not have a stacking problem in the drive-through area. <br />Council Member Dahl stated that she agreed with Council Member Lyden and Council Member <br />Neal's comments. She asked if there was room for expansion of the drive-through and expressed <br />concern regarding the lack of space in the parking lot. <br />Mr. Struthers indicated that this plan was very typical for the type of business the bank will <br />incur. He stated that the building plan is identical to a bank in Chaska and that bank does not <br />have a traffic flow problem in the parking lot. <br />Council Member Dahl indicated that dented cars and pedestrians being injured would cause a <br />problem. <br />Mr. Wessel stated that the site plan for the Lakeland National Bank had been approved. Staff is <br />now asking for approval of the conditional use permit. <br />Mayor Sullivan stated that the Council has made the developer aware of the safety concerns. She <br />said that the main concern is that the site plan meets or exceeds all safety requirements for this <br />type of business. <br />Council Member Lyden stated that the issue could be easily resolved by increasing the drive- <br />through to a three (3) lane drive-through. Mr. Struthers indicated a three (3) lane drive-through <br />had not been discussed with his client. <br />Council Member Bergeson noted that the site plan had previously been approved. The issue to <br />be considered at this time is the conditional use permit. <br />Mayor Sullivan asked if Mr. Pecchia had any concerns regarding the two (2) lane drive-through. <br />Mr. Pecchia indicated that the site plan had been previously reviewed and approved. <br />Council Member Lyden moved to deny the conditional use permit for the Lakeland National <br />Bank, Lake Drive and Apollo. The motion was not seconded. <br />Council Member Bergeson moved to approve Lakeland National Bank, Lake Drive and Apollo, <br />conditional use permit, as presented. Mayor Sullivan seconded the motion. <br />Council Member Bergeson noted that when the site plan was approved the Council was aware of <br />the drive-through location and the Lakeland National Bank would come back before Council for <br />a conditional use permit approval. Legal implications could be possible if the conditional use <br />permit is denied. <br />
