COUNCIL MINUTES OCTOBER 26, 1998 <br />• construction so including service stubs during road construction will eliminate the need to disturb <br />the roadway in the future. He referred to a map which indicated where the stubs begin and end. <br />• <br />• <br />Council Member Bergeson stated the City does have an infill policy. It would not be <br />inconsistent if it had different zoning. If the stubs are there some planning for some residential <br />development is evident. However, it appears the property owner is requesting different zoning. <br />Mayor Sullivan stated the MUSA is expanding so the utilities are available. It makes sense to <br />add the other side of the street because it is already there. She stated she does not understand the <br />invisible line on the street. She asked if the tax base increases because the property is in MUSA <br />but not connected to services. Mr. Brixius stated the property is indicated as low density urban <br />residential. The MUSA will not be there until there is urban development. The property owner <br />is outside the MUSA and wants to be inside the MUSA. <br />Mayor Sullivan asked what would happen if the septic system fails. If this property is not in <br />MUSA but sanitary sewer is located adjacent to the property, why not put it in the MUSA. Mr. <br />Brixius stated that this has become an issue because the property owner has requested to be <br />placed in the MUSA. You can say that he is in the first stage. Mr. Brixius stated he was <br />unaware that stubs were already in place in front of this property. The decision to include this <br />property in the MUSA area has to be made by Council. <br />Mayor Sullivan asked if the property has to be subdivided to make utilities cost effective. Mr. <br />Brixius was unsure if it is cost effective or not. <br />Mayor Sullivan asked that if the Comprehensive Plan Task Force had known the stubs were there <br />would they have included it in the MUSA. Mr. Brixius stated the property owner could have <br />requested it. Council Member Lyden noted the property owner has a right to the pipe whether he <br />is in the MUSA or not. Mr. Brixius stated that if the City wants to pursue urban development on <br />this property, the area needs to be in MUSA. <br />Mayor Sullivan asked what has to change to put the property in the MUSA so that they can <br />connect to the sanitary sewer and municipal water systems. Mr. Brixius stated the property has <br />to be in the MUSA. The property owner has requested that his property be indicated as low <br />density urban municipal sewer serviced. This is a land use designation issue. The property <br />owner wants full range of access to hook up to the sanitary sewer. <br />Mayor Sullivan asked if the property is sold will the new owner have to hook up even thought <br />they are not in the MUSA. Mr. Brixius stated that unsewered properties can pursue access to <br />City utilities. The property can be added to MUSA in the future. <br />Mayor Sullivan asked how many areas like this are within the City. Mr. Powell stated there are <br />many. It is prudent to put in utility services before the road is upgraded. This will eliminate the <br />disturbance of the new roadway for extension of services. <br />
