COUNCIL MINUTES OCTOBER 26, 1998 <br />Council Member Bergeson stated if stubs are put in with an unequal number of driveways the <br />developers are almost required build on larger parcels. He stated he does not want houses on <br />only one side of the street. Zoning should not be changed to something that can not happen. The <br />property is not developable if it is not in conjunction with other properties. <br />Council Member Lyden stated R-1XX zoning is a possibility. Mr. Brixius stated that access a <br />from local street to Ware Road is needed regardless of lot size. Driveway access to Ware Road is <br />a concern. A buffer should be built to shield homes on Ware Road. <br />Mayor Sullivan stated she believe this is not an appropriate request at this time. Mr. Brixius <br />stated it is scheduled but not until 2010. Council Member Lyden stated the intent of Council <br />should be to allow the homeowner to hook up if he wants to. Mayor Sullivan stated that is a <br />separate issue for Council to consider. <br />11. Al Robinson asked for clarification of the greenway designation and expressed concern <br />at it becoming a "taking". Mr. Brixius stated that the greenways were conceptual on the plan <br />and would be further defined with completion of the environmental inventory. <br />12. Mr. Corson cautioned the City on making decisions based on unsuitable soils prior to <br />actual testing and possible correction. He also cautioned staff on the process of placing <br />property in a Land Trust as it relates to cost and timing. Mayor Sullivan stated the Land <br />Trust is open to a full range of options. <br />Mayor Sullivan noted the following issues: Including mobile homes in a Housing Maintenance <br />Program, Language to confine the sea plane base to its present "foot print", and the Commercial <br />property on Lake Drive south of Vicky Lane. Mr. Brixius noted modifications in planning <br />regarding Mr. Dick's property, 8061 Lake Drive. He felt reconsideration of the present <br />designation would open the property up for research. Mr. Wessel added mixed land use in The <br />Village has to be incorporated into the Plan. <br />Mayor Sullivan referred to the poll of the Environmental Board, and said two (2) members want <br />a moratorium, two (2) members do not want a moratorium with qualifications, three (3) members <br />stated the City can proceed without a moratorium. Council Member Lyden expressed concern <br />regarding the two (2) qualified no's. Mr. Wessel stated the two (2) members felt strongly that a <br />moratorium was not needed but future residential developers would need to be qualified for plat <br />approval. Mayor Sullivan noted developers have to go through the Environmental Board now. <br />Mr. Wessel stated that is correct. The current system is working well. <br />Council Member Lyden asked if the City could set up two (2) standards for currently working <br />developers and standards for other developers. Mayor Sullivan stated the issue is if a moratorium <br />should be placed on plat approval until the Environmental Inventory is complete. Council <br />Member Lyden stated the best practice would be to have the Environmental Inventory and <br />Management Plan in place before moving forward.
