CITY COUNCIL WORK SESSION MARCH 17, 1999 <br />the report before the next work session. He noted a public hearing regarding liquor <br />license fees is scheduled for May 10, 1999. <br />Kim asked Jeff to send a note in the packet that goes out on the Friday before the council <br />meeting reminding council members to review the draft ordinance. Jeff advised that he <br />will also find out how long after the 2000 census the city will be issued additional liquor <br />licenses. <br />CLEARWATER CREEK PHASE III UPDATE, JEFF SMYSER <br />Jeff stated the project is the first for the city's new Open Space Development Plan. The <br />project has gone through city staff, city boards, and city consultants. The plan allows for <br />40% "real" open space, review of buffers, 1.5 miles of paved trails, and a trail network. <br />Jeff noted the developer has agreed to pave the trails. <br />Jeff asked that council review the plan in detail before the, arch 22; 1999 city council <br />meeting. He stated the Environmental Board and the Park Board are satisfied with the <br />plan and park dedication. <br />Mr. Quigly, developer for Clearwater Creek, stated that 40 homes will be built in the first <br />year. The price range of homes will be $175,000 - $400,000. That price rangeis the <br />same as Phase I and Phase II. <br />John Powell added that a traffic study regarding Otter Lake Road was done in 1994. <br />Since then Otter Lake Road has been realigned. He stated he has no concerns regarding <br />traffic due to the development. <br />Jeff stated three (3) actions will be required. The first is a Comprehensive Plan <br />Amendment to change 40 acres to residential and expand the MUSA to cover 40 acres. <br />The second action requires a rezone from R and R -X to PDO. The third action is <br />approval of the PDO Preliminary Development Plan. <br />Kim asked that Jeff check with Mr. Steve Apfelbaum to ensure the homes sizes are <br />appropriate for the lots. <br />This item will appear on the regular agenda Monday, March 22, 1999, 6:30 p.m. <br />LEGION UPDATE, BRIAN WESSEL <br />Brian reviewed the schedule for the American Legion project. He stated the police <br />department will be moving to their new location in April, 1999. <br />Brian advised a zoning amendment is in process to amend the General Business District <br />to allow clubs as a conditional use permit.
