CITY COUNCIL WORK SESSION MARCH 17, 1999 • scheduled for April 14, 1999. The zoning amendment will then go before council for the first and second reading. The zoning amendment could be effective in June, 1999. • • A site plan submission for the building is due on April 19, 1999, for the May 12, 1999, Planning and Zoning Board meeting. The actions necessary will include a rezone, site plan approval, and conditional use permit. The land sale could occur after the second reading of the zoning amendment. The Legion could then obtain a building permit and could possibly occupy the building by October, 1999. Brian noted there has not been an official appraisal of the property. The preliminary figure used for the sale is $2.00 per square foot, plus assessments. It was the consensus of Council to have staff obtain an official appraisal of the land. Kim noted she would like have a representative from the American Legion appear to make their case. Andy asked Brian to put together a schedule and estimates of the land value in a memo for the Legion. RESHANAU LAKE TRAIL UPDATE, LINDA WAITE SMITH Linda distributed a memo which contained an update on the Reshanau Trail activities that have taken place in response to the March 2, 1999, meeting between the City Council and the Reshanau Lake Homeowners Association. DISCUSS DATE FOR THE COUNCIL FINANCIAL WORK SESSION, LINDA WAITE SMITH Linda advised that Daryl Sulander has requested the Council Financial Work Session not be scheduled until the auditors are done. A preliminary audit report will be completed by mid April. It was the consensus of the Council to schedule the Council Financial Work Session April 19, 1999. DISCUSS FIVE YEAR FINANCIAL PLAN, LINDA WAITE SMITH Linda distributed a draft of what she anticipates will be in the Five Year Financial Plan. She stated Jean has sent a request for information regarding a Five Year Financial Plan to Financial Officers in other cities. She stated the Plan will include Charter language, Public Service Program elements, Department Objectives, Development of Revenues and Special Revenue Estimates, a Capital Improvement Program, and Capital Budget.
