COUNCIL MINUTES <br />APRIL 12, 1999 <br />9. The City Engineer's comments in his memo of March 4, 1999, must be addressed to <br />his satisfaction. <br />10. Drainage and utility easements to be held by the City shall cover all wetlands and <br />drainage ways subject to approval of the City Engineer. This includes lot line easements <br />as required by the City Subdivision Regulations. <br />11. A development agreement will be required, reviewed, and approved by the City <br />Council. <br />12. The minimum house sizes in the R-1 Zone shall apply in this PDO. <br />13. Building setbacks and other standards not specifically addressed in the PDO will go <br />by the R -1X zoning district. <br />14. The following phasing schedule will apply: <br />a. A maximum of 75 building permits will be granted in 199' <br />b. A maximum of 60 building permits will be granted . 2000. <br />c. A maximum of 45 building permits will be granted ih 2001. <br />d. The remainder of the building =:permits will be granted in 2002. <br />e. Any permits used one year can be used the next. <br />15. Unsold building permits in each year may be carried over into the following year. <br />16. The developer will incur all initial costs of the plantings. The City will take over <br />ownership and maintenance of the open space after installation. <br />Council Member Dahl seconded the motion. <br />Council Member Bergeson noted a precedence has been set for publicly owned public space. It <br />is not a new concept and has worked well in the past. <br />Mayor Sullivan stated that was not the intent of this plan. <br />Motion carried unanimously. <br />12 <br />
