We are turning our hand to the real business of <br />moving the city ahead. <br />Cornerstones of the Administration <br />Last year I identified three cornerstones to my administration: accountability, <br />communications, and citizen participation. In my report tonight, I'll review <br />progress over the last year, identify where the city is headed this year, and last, <br />review the specific accomplishments of the city departments. <br />Accountability <br />The first cornerstone of this administration is accountability for both council and <br />staff. We live in a representative democracy - the voice of the citizen is <br />represented by council. That means not every decision will come individually <br />before the voters, but that the Council is responsible for making tough and <br />responsible decisions which move the city forward toward the desired goals of the <br />citizens. In Lino Lakes, Council must be committed to the Vision, which was <br />developed by Lino Lakes citizens. Both the Vision and the follow-up Quality of <br />Life Survey call for a balance in our city. The measure of balance is unique to <br />Lino Lakes and -involves issues of finance, culture, and the environment. <br />The right balance means prosperity in Lino Lakes - the right balance means a <br />high quality of life for everyone. <br />2 <br />• <br />• <br />
