• <br />• <br />• <br />In order for the city to achieve that balance, the council must set the standard for <br />leadership. We must set the example for working together to achieve consensus <br />on issues, making decisions and moving ahead. We must be clear in our <br />directions. Our indecision and lack of consensus is costly to the citizens. It is <br />time consuming, and it is confusing to staff. It divides a community we are trying <br />to build. This year, Council must improve our commitment to finding consensus <br />and moving ahead. <br />On the side of success, Council is improving our evaluation of projects. We're <br />asking more questions about the impact of projects on a larger scale. Every <br />project starts with staff, and with Linda's assistance, staff is beginning to <br />recognize and document standard processes and council's need for additional <br />information. These processes will provide consistent guidelines for activities <br />within the city. Consistent treatment and identified outcomes helps us measure <br />success. Success will be measured by balance. <br />Communications <br />Communications is the second cornerstone - and it's a tough nut to crack in Lino <br />Lakes. First there's the issue of the amount of activity which creates information <br />to be shared. Second, there's a question of how we make information available. <br />Last, there's a question of how to get citizens to notice the information that is <br />communicated. We've made changes in several areas to reach as many people as <br />possible. <br />3 <br />
