• <br />• <br />• <br />COUNCIL MINUTES APRIL 12, 1999 <br />homeowners association can initially do a quality job. He suggested the possibility of the City <br />getting the open spaces established and then passing those areas on to the homeowners <br />association. <br />Mayor Sullivan noted the homeowners association will be working with a consultant. Typically, <br />the homeowners association does the planting and management. Template by-laws could be <br />developed. A consultant will need to assist in the installation. The City has indicated that the <br />project would not cost additional dollars to residents. <br />Council Member Lyden stated there are many trails owned the City. The view can be taken that <br />it will be enjoyed by many residents. <br />Mayor Sullivan moved to approve the land use and MUSA amendment of the existing <br />Comprehensive Plan for the southeast 40 acres of the site noting that it is allowed into the MUSA <br />area without the allocation of MUSA at this time. Council Member Bergeson seconded the <br />motion. "p <br />Council Member Bergeson clarified that phase 4 is subject to <br />Mayor Sullivan stated that is correct. Council Member Dahl <br />seconded the motion. <br />Mayor Sullivan clarified that the motion means the City will have to maintain the open space. <br />She stated she needs to be clear on the cost of installation before she can commit. She stated she <br />would prefer to table the item until the City has the costs. <br />Council Member Bergeson suggested the possibility of in time developing a well thought out <br />plan with strict homeowners association guidelines. A plan that guarantees the homeowners <br />association would develop and manage the property to the City's expectation. If that does not <br />
