A figure for MUSA availability to the year 2010 and for the <br />years 2010-2020 will also be delineated. The revised figures will be reviewed at the next <br />work session. <br />Council directed staff to work with Mr. Brixius to draft the proposed regulatory <br />mechanisms as well as a method to measure these mechanisms. The draft will be <br />presented to Council within 30 days. <br />Council Member Lyden indicated the quality issue he desires is 40% of all developable <br />land be open space or five (5) to 10 acre parcels. This requirement must be enforceable. <br />Council directed Mr. Wessel to schedule a meeting with Mr. Afflebaum and Mr. Brixius <br />for the next available work session to review preservation development. <br />Mr. Don Dunn, resident of Lino Lakes, stated he believes it is important to pass the <br />current Comp Plan and move forward and draft the ordinances needed to 'mplement the <br />Comp Plan. The <br />problem is the road does not correspond with the right-of-way. The paved surface is <br />located at the extreme southern edge of the right-of-way and slightly beyond. <br />At this time, staff is unsure as to whether the entire right-of-way will be used when 77th <br />Street is upgraded and utility services are installed. <br />• Two (2) property owners have indicated they would like to get a consensus from Council <br />regarding how the right-of-way might be used in the future. <br />
