CITY COUNCIL WORK SESSION APRIL 21, 1999 <br />Council authorized Mr. Powell to confer with the City Attorney and determine the City's <br />rights in this situation. Mr. Powell will then obtain more detailed field information and <br />bring a recommendation to the next work session. <br />Mr. Powell noted 77th Street is shown as a collector roadway and it will see increased use <br />once the shopping center to the south is constructed. <br />DISCUSS MAINTENANCE OF CIVIC COMPLEX, RICK DEGARDNER <br />Mr. DeGardner distributed a Maintenance Proposal for the Civic Complex. The proposal <br />identified general maintenance activities and the estimated costs. <br />Mr. DeGardner recommended the City hire one maintenance person to deal with the <br />routine maintenance. This person would be expected to obtain a boiler license to <br />minimize the City's need to contract for this service. Services beyond the basic cleaning <br />of the facilities would be contracted as well. He also recommended desi ating $5,000 of <br />the 1998 General Fund excess reserve to hire a summer seasonal w • _, sist with the <br />outdoor maintenance duties as well as other maintenance func ' at : c Complex. <br />An estimated $30,000 will be needed to execute these rec�,.� <br />remainder of 1999. <br />Council authorized Mr. DeGardner to be_ 1• ng a ` time maintenance person. <br />Council also authorized $30,000 fro reserve to be used to fund this <br />position as well as the equipme •' • • ition. The authorization includes the <br />understanding that this ex e , de• out of next year's General Fund. This <br />issue will be reviewed om the date of hire. <br />RECONSIDER <br />COUNCIL WO <br />N MEETING MINUTES/DISCUSS MARCH 3, 1999, <br />ON, LINDA WAITE SMITH <br />Mayor Sullivan stated the minutes have deviated from the Robert's Rules of Order <br />because of the concern for lack of detail. <br />A copy of Robert's Rules of Order regarding composition of meeting minutes was given <br />to the Council. It was noted that a specific concern regarding an issue is to be included in <br />the meeting minutes. <br />It was the consensus of Council to use the Robert's Rules of Order format and use <br />tonight's minutes as an example. These minutes will be reviewed at the next work <br />session. <br />Staff was directed to use last names of staff and Council Member's titles in the work <br />session minutes. <br />4 <br />
