COUNCIL MINUTES JULY 12, 1999 <br />COMMUNITY DEVELOPMENT REPORT, BRIAN WESSEL <br />Consideration of Resolution No. 99 - 51, Approve Plans and Specifications and Authorize <br />Advertisement for Bids -1999 Sealcoating Improvements, John Powell - Each year the city <br />maintains its street by sealcoating. Sealcoating places a thin layer of oil and rock on the street to <br />enhance the surface. Candidate streets include new streets that received the wear course two (2) <br />to three (3) years ago. All other streets are sealcoated on a five (5) to seven (7) year cycle. <br />This year, approximately five (5) miles of streets will be sealcoated at an estimated cost of <br />$60,000. This is the approximate amount included in the 1999 sealcoating budget. <br />Council Member Bergeson moved to adopt Resolution No. 99 - 51, as presented. Council <br />Member Lyden seconded the motion. Motion carried unanimously. <br />Resolution No. 99 - 51 can be found at the end of these minutes. <br />Consideration of Resolution No. 99 - 52, Receive Bids and Award Contract -Construction <br />Laborer's Training Utility Facility, John Powell - The City Council approved the plans and <br />specifications for this project June 14, 1999. The low bid was received from Ryan Contracting, <br />Inc., in the amount of $173,625.25. The bid includes the installation of trunk sanitary sewer and <br />watermain across Main Street at the realigned Otter lake Road. <br />The City's Area and Unit Fund will finance the construction costs for this project. The <br />Construction Laborer's Training Facility will be assessed when they connect to the City services <br />later this year. <br />The proposed schedule is as follows: <br />City Council Awards Bid <br />Construction Begins <br />Construction Completed <br />July 12, 1999 <br />July 19, 1999 <br />August 6, 1999 <br />Council Member Lyden moved to adopt Resolution No. 99 - 52, as presented. Council Member <br />Dahl seconded the motion. Motion carried unanimously. <br />Resolution No. 99 -52 can be found at the end of these minutes. <br />Consideration of Resolution No. 99 - 53, Approve Payment, Otter Lake Road Easement <br />Acquisition, John Powell - Upon adoption of the agenda, this item was removed. <br />FIRST READING, Ordinance No. 19 - 99, Authorizing the Sale of Land by the City of Lino <br />Lakes to Blaine American Legion, Brian Wessel - The Blaine American Legion has an option <br />to buy the one acre site where the old Police Department building is located. On June 28, 1999, <br />the City Council adopted Resolution No. 99 - 48, directing staff to prepare an ordinance <br />6 <br />
