CITY COUNCIL WORK SESSION SEPTEMBER 8,1999 <br />TOWN CENTER MASTER PLANNING UPDATE — BRIAN WESSEL/MARY <br />ALICE DIVINE <br />Ms. Divine gave an update on the Civic Complex dedication ceremony and open house. <br />The event is scheduled to take place on Saturday, September 18, 1999, from 11:00 a.m. <br />until 2:00 p.m. The list of scheduled events include a dedication ceremony at 11:00 a.m., <br />VFW honor guard, flag raising and National Anthem, Police Department Auction, <br />drawings, information booths, free pizza, pop and cookies. <br />CENTENNIAL FACILITY TASK FORCE MEETING UDATE AND RESPONSE <br />— MARK LINDBLAD <br />Mr. Lindblad addressed the Council and requested direction on two issues. First, in the <br />hope to assess the Centennial District schools needs, the Centennial Facility Task Force <br />(CFTF) toured several schools and identified the immediate and future needs of each <br />facility. Mr. Lindblad polled the Council and questioned if their constituents conveyed <br />any concerns regarding the schools. The Council discussed the po f bond <br />referendums, capacity limitation and air quality. <br />Finally, Mr. Lindblad explained that he would not be av <br />requested a proxy. Mr. Lindblad noted that other Ci <br />Council. However, he recommended one of t <br />during his absence. According <br />to City Charter and State Statute 429, the City Council is required to adopt resolutions <br />declaring the cost to be assessed for each project and to set a public hearing for each <br />project. Following, notice is sent to the Quad Community Press. Effected property <br />owners have 30 days to prepay the assessment without penalty. Anoka County requires <br />that all assessments be certified by November 30, 1999 for payable 2000 taxes. During <br />the Monday Council meeting twenty -two resolutions will be on the agenda for Council's <br />consideration. Eleven resolutions are declaring the cost to be assessed for various <br />projects and the remaining eleven resolutions are to set a public hearing for the same <br />projects. <br />4 <br />
