Police Sargent Bill Hammes reported that several Anoka County law enforcement <br />agencies including Anoka County Sheriff's Department, Circle Pines/Lexington Police <br />Department, Spring Lake Park Police Department, St. Francis Police Department plan to <br />participate in the grant. The stated resolution expresses consent to participate. <br />DISCUSS PROPOSED 2000 OPERATING BUDGET — LIND E SMITH <br />Ms. Linda Waite Smith reported the truth in taxation requir 't o Lakes to <br />adopt a proposed 2000 -operating budget on or before Se each year. The <br />2000 budget is proposed with a 9.625 increase. 'n ' governmental entities are required to hold Truth in <br />Taxation hearings blic input on proposed levy and general operation budget. <br />Cities may not hold - ti gs on the same dates as Counties and School Districts. <br />Therefore, she reco ended establishing Monday, December 6th, 1999 at 6:00 p.m. be <br />the first Truth and Taxation hearing date. A continuation hearing, if needed, can be <br />scheduled for December 13th, 1999 at 6:00 p.m. with final adoption of the 2000 levy and <br />general operating budget immediately after the continuation hearing. <br />Ms. Waite Smith noted that the State of Minnesota has enacted Chapter 243, Laws of <br />Minnesota 1999, Article 6, and Section 2 requiring the city council to: <br />Hold a public hearing acknowledging that if the tax rate for year 2000 increase over <br />the 1999 tax rate, then the higher rate will be authorized, and <br />Following public input, if the council chooses to authorize an increase in the property <br />tax rate, it should adopt a resolution approving the tax rate increase, and <br />File a copy of the resolution with the Anoka County Auditor on or before October <br />20, 1999. <br />
