CITY COUNCIL WORK SESSION NOVEMBER 3,1999 <br />Staff advised negotiations continue regarding this project. An exchange of concepts <br />relating to the private road issue are being discussed including a time limit on the road <br />remaining private. <br />The City Attorney advised Mr. Baylor has proposed the road remain private until Apollo <br />is extended or for three (3) years, which ever is greater. Under that plan, Mr. Baylor <br />would be land locking the adjoining property for at least three (3) years. <br />Staff advised another meeting is being held with Mr. Baylor on November 4, 1999. <br />PHEASANT HILLS PRESERVE TRAILS AND LAKE, BRIAN WESSEL <br />Staff reviewed the following questions previously asked concerning approved plats: <br />1.
